PUSC Demands Action on Chaotic TRIBU-CR Rollout

The new digital platform, which went live just last Monday, was intended to modernize and streamline the nation’s tax collection infrastructure. Instead, it has created a firestorm of frustration among taxpayers and accounting professionals who have been unable to fulfill their fiscal responsibilities. Since its deployment, users have reported a cascade of technical glitches that have rendered the system nearly unusable for many, jeopardizing compliance just as key deadlines approach.

Users report extreme slowness when attempting to access the platform, with crucial two-factor authentication codes taking as long as 15 minutes to arrive, if they arrive at all. In other cases, validation links sent via email are reportedly expiring instantly, creating an inescapable loop of login failures that effectively locks taxpayers out of their own accounts.

The problems extend deep into the system’s core data management. A significant number of complaints center on severe inconsistencies between data migrated from the old Virtual Tax Administration (ATV) system and the new TRIBU-CR platform. This has reportedly led to the system automatically generating notices of omissions for previously filed and settled tax declarations, creating a nightmare of phantom liabilities for businesses and individuals.

Further compounding the issue, the system is allegedly failing to recognize valid identification numbers, such as national cédulas or DIMEX residency cards, making it impossible for accountants to register new clients. Taxpayer classifications have also been scrambled, with reports of individuals under the simplified tax regime being incorrectly listed in the annual income category, effectively duplicating their tax obligations without justification. These data integrity issues threaten to undermine the very foundation of the new system.

Alejandro Pacheco, the head of the PUSC’s legislative faction, issued a sharp rebuke of the system’s rollout, placing the responsibility squarely on the government’s shoulders. He argued that citizens should not be penalized for the state’s failure to deliver a functional and thoroughly tested platform.

The launch of TRIBU-CR has been total chaos. It is unreasonable for taxpayers and accountants to pay the consequences for a system that isn’t ready. We formally request that the Director of Taxation grant an extension and resolve these failures before demanding compliance. You cannot launch a platform without having tested it thoroughly and then hold the users responsible for the system’s own errors.
