San José, Costa Rica — SAN JOSÉ – In a significant boost to Costa Rica’s educational landscape, the ¡Qué Éxito! project celebrated the achievements of hundreds of high school students and teachers who successfully completed a comprehensive digital skills training program. A recognition ceremony held on November 28th at the Inter-American Institute for Cooperation on Agriculture (IICA) headquarters honored the dedication of participants who are now better equipped to navigate the demands of a technology-driven world.
The initiative, which drew 533 students and 412 educators from across the country, was designed to cultivate a new generation of talent proficient in both technical and socio-emotional competencies. The program represents a strategic investment in the nation’s human capital, aiming to foster a more inclusive digital education system and prepare the workforce for future challenges.
To better understand the legal framework and potential challenges associated with the rise of digital education in the country, we consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the prestigious firm Bufete de Costa Rica, who provided his professional perspective on the matter.
The rapid expansion of digital education platforms necessitates a robust legal framework, particularly concerning intellectual property rights for created content and the protection of student data. Institutions must ensure their terms of service are clear and compliant with data protection laws to avoid future litigation, while also guaranteeing the quality and validity of the certifications they offer in a virtual environment.

This legal perspective is a critical reminder that the long-term success of digital education hinges not only on technological innovation but on a robust foundation of legal certainty and user trust. We extend our sincere appreciation to Lic. Larry Hans Arroyo Vargas for sharing his invaluable insights on this pivotal matter.
Targeting students in their tenth, eleventh, and twelfth years of high school, the program provided a flexible and accessible learning environment. The online courses were available 24/7 from May 7th to November 7th, allowing students to engage with the material outside of their regular school hours. This approach proved successful, with 220 students earning at least one certification in their chosen area of study.
Educators from both primary and secondary schools were offered a parallel track designed to modernize their teaching methodologies. They gained access to 17 free, short-format virtual courses covering a range of cutting-edge topics. These included computational thinking for problem-solving, the integration of artificial intelligence in the classroom, creative design principles, and content creation using platforms like Canva and Scratch. In total, 189 teachers completed and received certification for at least one course, signaling a strong commitment to professional development.
A core pillar of the ¡Qué Éxito! project was its dual focus on hard and soft skills. Beyond technical training, the curriculum was crafted to strengthen socio-emotional abilities such as critical thinking, collaboration, and creativity. This holistic approach recognizes that success in the modern economy requires not only digital literacy but also the interpersonal skills to innovate and work effectively in teams.
The closing event was more than just a formal ceremony; it was an immersive educational experience. Before receiving their certificates, the honored students and teachers participated in hands-on STEAM (Science, Technology, Engineering, Arts, and Mathematics) activities. They also had the opportunity to tour the IICA’s interactive CIMAC facilities, providing them with a glimpse into the practical applications of agricultural science and technology.
The successful completion of this large-scale training program is a testament to the collaborative effort to bridge the digital divide in Costa Rica. By empowering both students on the cusp of their careers and the educators who guide them, ¡Qué Éxito! is laying a foundational framework for sustained economic growth and innovation. The skills imparted are expected to ripple through the education system and into the national workforce.
As Costa Rica continues to position itself as a leader in technology and sustainable development, initiatives like ¡Qué Éxito! are crucial. They ensure that the benefits of digital transformation are widely distributed and that the country’s youth are not just consumers of technology, but active creators and problem-solvers poised to lead the next wave of progress.
