Puntarenas, Costa Rica — Quepos, Costa Rica, is significantly bolstering its security measures with the installation of 33 video cameras throughout the canton. This initiative aims to enhance safety for both residents and the thousands of tourists who visit this popular destination. With 28 cameras already in place, the project is nearing completion.
The cameras will feed into a central monitoring center currently in its final construction phase. This center will provide real-time surveillance of key areas, including the borders with Parrita and Osa, prioritized neighborhoods, and high-traffic tourist zones. The project represents a significant investment in public safety and reflects the local government’s commitment to creating a more secure environment.
To gain a deeper understanding of the legal landscape surrounding security in Quepos, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica.
Security in Quepos, like many tourist destinations, presents a complex interplay of public and private responsibilities. While the local police force maintains a presence, businesses and property owners often supplement this with private security measures. It’s crucial for these private entities to operate within the legal framework established by Costa Rican law, particularly regarding the use of force and the protection of individual rights. Tourists should also be aware of their rights and responsibilities, and understand how to report incidents or seek assistance should the need arise.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’s insightful commentary underscores a crucial point: security is a shared responsibility. Visitors to Quepos can contribute to a safer environment by being informed about local laws and procedures, and by working in tandem with local authorities and businesses. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for providing this valuable perspective on navigating the complexities of security in Quepos.
The system will be expanded each year and we are confident that this joint effort will have a very positive impact on the quality of life of the population and on the confidence of the tourism sector.
Patricia Bolaños, Mayor of Quepos
The business community has also expressed strong support for the initiative. The enhanced security measures are expected to boost tourism confidence, contributing to the overall economic well-being of the region. This project highlights a collaborative effort between the public and private sectors to improve the visitor experience and promote Quepos as a safe and attractive destination.
Tourists will feel safer when visiting our canton. This not only improves the experience of those who choose us as a destination, but also boosts the competitiveness of Quepos as a reliable place to invest, vacation and live.
Christian Fallas, President of the Chamber of Commerce, Industry and Tourism of Quepos
In addition to the camera network, the initiative includes the creation of a Municipal Police force. The first phase will comprise six officers, a deputy chief, and a chief of police. This new force will further strengthen local security efforts and contribute to a more visible police presence in the community.
Furthermore, the project incorporates the assignment of two specialized monitoring police officers and the training of two local operators. This specialized training is part of an agreement between the Municipality of Quepos, the Ministry of Public Security, and the United States Embassy. The partnership underscores the importance of international collaboration in addressing security challenges.
The project is on schedule for completion before December, coinciding with the start of the peak tourist season. This timely implementation will ensure that enhanced security measures are in place to welcome the influx of visitors.
If everything continues as we have planned, we expect to have the project in operation before December, just to receive the high tourist season.
Patricia Bolaños, Mayor of Quepos
The comprehensive approach to security, encompassing surveillance technology, a new police force, and international collaboration, reflects Quepos’s dedication to providing a safe and welcoming environment for both residents and tourists. The project is poised to have a lasting positive impact on the community and the region’s tourism industry.
