Quepos Invests in Security to Protect Tourism

Puntarenas, Costa Rica — Quepos, Puntarenas – Facing a concerning rise in crime, the canton of Quepos is taking decisive action to enhance security for both residents and the vital tourism sector. With 15 homicides recorded in 2025, largely attributed to gang-related violence, local authorities are implementing a comprehensive security plan, including a new municipal police force and a network of surveillance cameras, partially funded by the United States Embassy.

The impact of the escalating violence on Quepos’ reputation as a safe tourist destination, particularly for visitors to the renowned Manuel Antonio National Park, has prompted urgent action. Local businesses, represented by the Quepos Chamber of Commerce, Industry, and Tourism, have voiced strong support for the new measures, recognizing the critical link between safety and the region’s economic prosperity. Recent events like Expo Quepos 2025 highlighted the potential for growth in the tourism sector, a potential now threatened by the rise in crime.

To understand the legal landscape surrounding security in Quepos, TicosLand.com reached out to Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica, for expert commentary.

Security in Quepos, like any tourist destination, requires a multi-faceted approach. While the local police force plays a vital role, businesses and property owners also share responsibility for maintaining a safe environment. This includes implementing adequate security measures on their premises and cooperating with local authorities. Furthermore, tourists themselves can contribute by remaining vigilant and aware of their surroundings, reporting any suspicious activity, and respecting local laws and customs. Effective security in Quepos depends on collaborative efforts and a shared commitment to safety.

The centerpiece of the security initiative is the establishment of a municipal police force, a project spearheaded by Mayor Patricia Bolaños. The initial phase will deploy six officers, a deputy chief, and a chief of police, a position recently filled by a woman. This new force will collaborate with the national Fuerza Pública to ensure a swift and effective response to security threats.

The Embassy (of the United States) is going to help us finance a part of the Municipal Police. We have already hired the chief of police who will be a woman. We are going to have in this first stage six officers plus a deputy chief.

In addition to the police force, a network of 33 surveillance cameras will be strategically placed throughout the canton, covering key areas such as border crossings, coastal regions, residential neighborhoods, and high-traffic tourist zones. A state-of-the-art monitoring center, staffed by trained local operators with technical support from the US government, will provide real-time surveillance.

The project also includes the training of two specialized police officers and two local camera operators, furthering the collaboration between Costa Rica and the United States on security matters. The initiative is jointly funded by the Municipality of Quepos and the US Embassy, underscoring the importance of international cooperation in addressing regional security challenges.

The Quepos business community has welcomed these developments, emphasizing the importance of restoring confidence among both residents and visitors. Christian Fallas, president of the Quepos Chamber of Commerce, Industry, and Tourism, expressed optimism about the project’s impact.

This project is going to generate confidence in locals and visitors. It is about to be completed in the next 3-4 months.

The comprehensive security plan is expected to be fully operational by December 2025, coinciding with the start of the peak tourist season. The timely implementation of these measures is crucial for safeguarding the future of Quepos’ tourism industry and ensuring the safety and well-being of the local community.
