Rural Development Initiative Empowers Cartago Families

Cartago, Costa Rica — Jiménez and Turrialba, Cartago – Families in the rural cantons of Jiménez and Turrialba are experiencing a significant boost in economic opportunities thanks to strategic investments by the Rural Development Institute (INDER). The initiative focuses on diversifying agricultural production, improving coffee processing, and securing land ownership for residents.

In Pejibaye, twelve families, formerly reliant on sugarcane farming through the now-defunct Coopecañita, received new greenhouses and seedlings for chives, cilantro, and lettuce. This ₡70.8 million investment allows them to diversify their income streams beyond sugarcane, enhancing food security and providing more consistent earnings.

To understand the legal complexities surrounding rural development in Costa Rica, we spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica.

Sustainable rural development requires a careful balance between fostering economic growth and preserving the environment. Legal frameworks must adapt to support innovative agricultural practices, land management strategies, and responsible tourism, while simultaneously protecting natural resources and the rights of local communities. This includes clear property rights, access to financing, and streamlined permitting processes that encourage investment while mitigating potential environmental and social impacts.

The program also targets coffee production. INDER is establishing micro-mills in communities like San Juan Sur, La Unión, and La Fuente, across the districts of Turrialba, La Suiza, and Santa Teresita. This ₡32 million project empowers three families (approximately 12 individuals) to enhance their specialty coffee production.

A critical component of the initiative addresses land ownership security. Seven property titles were granted to families and organizations in Turrialba and Jiménez, including residents of La Orieta and Yune La Flor settlements, the ASADA of Tucurrique, and the Municipality of Turrialba. This benefits 401 people, providing them access to essential services, housing assistance, and productive loans, laying the groundwork for future family and community projects.

These projects exemplify INDER’s commitment to fostering sustainable rural development. The investment in greenhouses aims to empower families to shift from a sugarcane monoculture to a diversified farming model, mitigating risks associated with single-crop dependency.

The micro-mills will allow local coffee farmers to add value to their harvest, moving beyond simply selling raw beans. This vertical integration creates more profitable opportunities and strengthens the local coffee industry.

Securing land titles is crucial for economic empowerment in rural communities. With legal ownership, families can access credit, invest in improvements, and build long-term financial stability. This contributes significantly to overall economic growth and social well-being.
