Salvadoran Workers Arrive in Costa Rica to Fill Transport Sector Gap

San José, Costa Rica — Fifteen Salvadoran workers specializing in the transportation sector have arrived in Costa Rica as part of a bilateral labor migration agreement signed between the two countries in 2023. This initiative aims to address labor shortages in Costa Rica while providing legal employment opportunities for Salvadoran citizens.

Costa Rican Minister of Labor, Andrés Romero, emphasized the nation’s commitment to protecting the rights of both Costa Rican and migrant workers. The agreement, he explained, facilitates opportunities for Costa Ricans to work abroad while also allowing foreign nationals to fill critical vacancies in Costa Rica.

Costa Rica is known for protecting the labor rights of Costa Rican workers and our migrant brothers and sisters. In that spirit, we have created bilateral agreements with neighboring and regional countries so that Costa Ricans can seek potential jobs outside our borders, but also so that foreigners can seek jobs here in Costa Rica.

The arrival of the 15 Salvadoran workers, who will be employed in Costa Rica for one year, marks the first phase of this collaborative program. Salvadoran Minister of Labor, Rolando Castro, indicated the possibility of sending additional delegations to Costa Rica in the future.

Minister Romero stressed that the agreement prioritizes two key aspects: national security and avoiding displacement of the Costa Rican workforce. The partnership with the Chamber of Transportation addresses specific vacancies that have been difficult to fill domestically.

Specifically with the Chamber of Transportation, we coordinated the arrival of Salvadoran nationals to fill various positions that we haven’t been able to fill here in Costa Rica. This ensures that these individuals will have Social Security, labor rights, and coverage from a labor standpoint, protecting their rights and obviously helping national production.

This agreement offers a structured approach to labor migration, ensuring that incoming workers are afforded full legal protections and benefits. Furthermore, it provides valuable data and insights into labor market dynamics, contributing to better workforce planning and management.

Looking ahead, Costa Rica hopes to expand these bilateral agreements, creating opportunities for Costa Rican workers to find employment in other countries. Currently, similar agreements are in place with Guatemala, El Salvador, and Panama.
