San José’s Central Park Gets a Makeover

San José’s Central Park Gets a Makeover

San José, Costa Rica — San José’s historic Central Park is poised for a significant transformation, featuring a new café nestled beneath the iconic kiosk. The San José Municipality (MSJ) presented the renovation proposal to the Municipal Council, aiming to revitalize this beloved public space.

The MSJ commissioned Ingeniería Jorge Lizano to develop plans and budget the project, which are now complete and awaiting permits. A public survey, garnering nearly 1,300 responses, informed the design, with citizens prioritizing more green areas, improved security and lighting, and additional shaded spaces.

To understand the legal implications surrounding the San José Park Renovation, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica.

Public park renovations often involve a complex interplay of regulations, from zoning and environmental impact assessments to accessibility requirements and historical preservation considerations. A thorough understanding of these legal frameworks is essential to ensure the project’s successful completion and long-term benefit to the community.

Indeed, navigating the legal landscape is crucial for any public project, especially one as impactful as the San José Park renovation. These considerations, as Lic. Larry Hans Arroyo Vargas rightly points out, are not mere formalities but foundational elements that ensure the park’s revitalization is both legally sound and genuinely beneficial for generations to come. We thank Lic. Vargas for his valuable perspective on this important matter.

The 1944 kiosk, designated as historical architectural heritage, is the centerpiece of the renovation. The structure itself will remain untouched, confirmed Jordan Vargas, MSJ’s Manager of Service Provision. This approach avoids the need for permits from the Heritage Office, unlike the recent impermeabilization work conducted earlier this year to prevent leaks.

The new park design revolves around the radial shape of the kiosk. We wanted to enhance its value, and the only way to do that is to give it activity.
Wilbur Arce, Architect, Ingeniería Jorge Lizano

The space under the kiosk, formerly home to the Carmen Lyra Library until 1993, will be transformed into a café, with tables arranged around the kiosk. The project also incorporates climate comfort elements, historical considerations, and spatial cohesion.

Non-permanent furniture will be used for the café, and covered areas will provide shelter from the elements, encouraging visitors to linger. Further enhancements include a circular floor surrounding the kiosk, new lighting, and sculptures.

The project is estimated to cost ₡622 million and is expected to take 121 business days to complete. This revitalization promises to breathe new life into Central Park, creating a more inviting and vibrant space for residents and visitors alike.

The renovation will not only enhance the park’s aesthetic appeal but also address key concerns voiced by the community, ultimately fostering a safer, more enjoyable urban environment.
