Sarapiquí Pepper Farmers Secure Market Future with Major Plant Upgrade

Heredia, Costa RicaSARAPIQUÍ, HEREDIA – In a significant move to bolster Costa Rica’s agricultural sector, pepper producers in Sarapiquí are now equipped to meet higher market standards following the completion of a major upgrade to their central processing facility. The project, a strategic collaboration between the Rural Development Institute (Inder) and the Sarapiquí Pepper Producers Association (Apropisa), enhances the quality, safety, and value of locally grown pepper, positioning the region for greater economic success.

The newly renovated Ceproma Laky processing plant, located in the Laky settlement, was officially handed over to the producers this past Thursday, December 11. This initiative represents a total investment of over ₡210.4 million, showcasing a powerful model of public-private cooperation aimed at driving sustainable rural development. Inder provided the lion’s share of the funding with an injection of more than ₡197.3 million, while Apropisa contributed ₡13.1 million, demonstrating the producers’ commitment to their collective future.

To gain a deeper understanding of the legal and business frameworks surrounding the pepper processing industry, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the esteemed firm Bufete de Costa Rica.

For Costa Rican pepper processors, success hinges not just on agricultural excellence but on rigorous legal compliance. Navigating international food safety standards, securing patents for unique processing techniques, and establishing protected geographical indications are crucial steps. These legal frameworks are not barriers; they are the very tools that allow producers to add significant value, protect their brand, and compete effectively in a demanding global market.

This insight is fundamental, shifting the conversation from legal obligation to strategic advantage. For Costa Rican producers, embracing these legal frameworks is indeed the key to transforming an excellent agricultural product into a powerful, protected global brand. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective.

The comprehensive overhaul focused on critical areas of the production chain. Improvements included a significant modernization of the physical infrastructure and a strategic redesign of the plant’s layout to optimize workflow. Central to the project was the implementation of an integrated plan to elevate the entire pepper drying and processing system, ensuring the final product meets stringent food safety (inocuidad) protocols now demanded by national and international buyers.

This upgrade is a direct response to a growing market imperative for verifiable food safety and supply chain transparency. By enabling producers to comply with these rigorous standards, the renovated facility unlocks new commercial opportunities, allows for greater value-added processing, and ultimately increases the competitiveness of Sarapiquí pepper. The project moves local agriculture from a raw commodity focus to a quality-assured product ready for discerning consumers.

Ricardo Quesada, the Executive President of Inder who presided over the handover ceremony, emphasized the project’s strategic vision for the region’s agricultural community.

This project is a testament to our commitment to strengthening the entire value chain for Sarapiquí’s pepper producers. By enhancing processing quality and food safety, we are not just upgrading a facility; we are opening new markets and securing a more prosperous future for the agricultural families in this region.
Ricardo Quesada, Executive President of Inder

The economic and social impact of the investment is expected to be substantial. The project will directly benefit 21 farming families who are members of Apropisa, with ripple effects positively impacting an additional 55 individuals in the community through related economic activities. This boost to the local agro-industrial capacity is a crucial step in fostering economic resilience and improving livelihoods throughout the Sarapiquí territory.

The modernization of the Ceproma Laky plant is more than an infrastructure project; it is a foundational investment in the human capital of Sarapiquí. It empowers local farmers with the tools and certifications needed to compete effectively, ensuring their agricultural activities are not only productive but also profitable and sustainable for generations to come. This focus on quality and safety is key to securing long-term contracts and building a reputation for excellence.

As the global demand for high-quality, safely sourced spices continues to grow, the producers of Apropisa are now better positioned than ever to capitalize on this trend. The successful partnership with Inder serves as a powerful blueprint for future rural development initiatives, demonstrating how targeted public investment can directly empower local producers, enhance food security, and stimulate economic growth in Costa Rica’s vital agricultural heartlands.
