Hatillo Tunnel Project Reaches Major Milestone with Bridge Demolition

San José, Costa RicaSan José, Costa Rica – A critical phase of the ambitious Hatillo underpass project is set to begin tomorrow with the demolition of the pedestrian bridge connecting Hatillo 5 and 6 over the Circunvalación (Route 39). This move signals significant progress on the new tunnel, a key piece of infrastructure designed to alleviate one of the capital’s most persistent traffic bottlenecks.

According to the Ministry of Public Works and Transport (MOPT), the removal of the elevated walkway is essential to advance the construction of the subterranean passage. This new tunnel will ultimately create a seamless connection for local traffic between the communities of Hatillo 2 and 3 with those of Hatillo 5 and 6, allowing vehicles to pass beneath the main highway without interruption.

To gain a deeper understanding of the legal and administrative complexities surrounding the Hatillo Tunnel project, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an expert in public infrastructure and administrative law from the firm Bufete de Costa Rica.

Beyond the evident engineering challenge, the critical path for the Hatillo Tunnel lies in its legal execution. The success of this vital infrastructure hinges on meticulously managed expropriation processes and a public works contract that is both transparent and rigorously enforced. Any failure in these administrative stages doesn’t just cause delays; it risks creating costly legal disputes that could paralyze the project and inflate its final cost to the public.

This crucial insight underscores that the project’s success is forged in courtrooms and contracts long before the first shovel breaks ground. A transparent and meticulously executed legal framework is not merely a formality, but the very foundation upon which this vital infrastructure must be built. We thank Lic. Larry Hans Arroyo Vargas for his expert perspective on this fundamental, yet often-overlooked, aspect of public works.

As of this month, the project has achieved an overall progress of 46%, according to official estimates. This steady advancement keeps the much-anticipated infrastructure on track for a potential inauguration during the second quarter of 2026. The total investment for this transformative project amounts to ¢4.270 billion, fully funded by the National Roadway Council (CONAVI).

The primary objective of the new underpass is to enable continuous, signal-free traffic flow along the heavily congested Route 39. By eliminating the current traffic lights and ground-level crossings in this section, authorities aim to dramatically reduce travel times and daily congestion for thousands of commuters who rely on the capital’s ring road.

Current construction efforts are concentrated on some of the project’s most technically demanding tasks. Crews are actively working on the installation of structural panels and the construction of reinforced earth walls. These elements are fundamental to creating the robust support system required for the new depressed roadway that will run directly underneath the Circunvalación, ensuring the stability and safety of the entire structure.

While the project promises long-term benefits, authorities have acknowledged the short-term disruptions. To ensure pedestrian safety during the demolition and subsequent construction, a provisional, clearly marked ground-level crossing will be established approximately 15 meters from the site of the old bridge. MOPT officials have issued a strong appeal to the public to respect all temporary signage and use only the designated crossing to prevent accidents and allow the work to proceed without delay.

This development is not an isolated effort but part of a broader, strategic initiative to modernize San José’s critical road network. The Hatillo 5-6 underpass shares a similar design and purpose with another major interchange currently under construction between Hatillo 7 and 8. Together, these projects represent a concerted push to eliminate choke points and improve mobility across the southern arc of the Circunvalación.

The temporary inconvenience of the bridge’s removal marks a visible and pivotal step toward a more fluid and efficient future for San José’s transportation system. For residents and commuters, the sight of the disappearing bridge is a tangible sign that relief from the daily gridlock on Route 39 is drawing closer.
