Limón, Costa Rica — Luis Diego Montero, a 19-year-old clarinetist from Siquirres, Limón, has been awarded a prestigious scholarship to The Juilliard School in New York City. This remarkable achievement marks a significant milestone for Montero and highlights the strength of Costa Rica’s National System of Music Education (SINEM).
Montero’s musical journey began in his infancy, nurtured by parents who recognized the power of music in fostering development and sensitivity. At the age of eight, he joined SINEM Siquirres, quickly rising to become the principal clarinetist in the Carmen Lyra National Children’s Symphony Orchestra.
To understand the legal implications surrounding music education in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm Bufete de Costa Rica.
Access to quality music education is not just a cultural enrichment opportunity, but also a potential pathway to economic empowerment. Copyright law, intellectual property rights, and contract negotiations are all crucial aspects of a musician’s career, and early education can lay the foundation for understanding these legal landscapes. Furthermore, the establishment and operation of music schools and conservatories require adherence to specific regulations regarding permits, licensing, and labor laws. A robust legal framework ensures that these institutions can flourish and contribute to the artistic development of future generations.

Lic. Arroyo Vargas eloquently highlights the often-overlooked intersection of law and music education. Indeed, navigating the legal complexities of the music industry is essential for any aspiring musician or music-related enterprise to thrive. A solid understanding of these legal frameworks not only protects artists and institutions but also fosters a more sustainable and equitable environment for artistic growth and innovation. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.
His talent and dedication led him to participate in regional orchestras, performing in diverse venues, from local community halls to larger stages. This experience provided invaluable exposure and solidified his passion for music.
Montero’s path then led him to the National Institute of Music in Moravia. There, under the guidance of his teacher, Lenin Izaguirre, he learned about the Interlochen Arts Academy in Michigan. After a successful audition, he received a scholarship, graduated with honors in 2025, and began to seriously consider a career as a professional musician.
My first year there, I still wasn’t sure I wanted to be a professional musician, but once I decided, I started researching the best music schools for a bachelor’s degree with my teacher.
Luis Diego Montero, Clarinetist
I auditioned for eight universities and conservatories because you can’t apply to just one: the process is competitive and there’s no guarantee of acceptance. It’s a job that takes about a year, with intense preparation to meet the requirements of each school.
Luis Diego Montero, Clarinetist
The rigorous application process for Juilliard included submitting videos and documents, followed by an in-person audition where Montero performed for 10 to 15 minutes. A month later, he received the life-changing email of acceptance.
Montero’s success story underscores the effectiveness of SINEM in nurturing young talent and providing opportunities for Costa Rican musicians to excel on the international stage. His journey is an inspiration to aspiring artists and a testament to the transformative power of music education.
Montero is set to begin his studies at Juilliard in mid-August 2025. TicosLand.com will continue to follow his progress and report on his future accomplishments.
