Route 27 Reversible Lanes Confirmed for January Sundays

San José, Costa RicaSan José, Costa Rica – In a strategic move to manage the anticipated post-holiday traffic surge, the Ministry of Public Works and Transport (MOPT) has officially announced the implementation of reversible lanes on Route 27, the primary artery connecting San José with the Pacific coast. This measure will be in effect every Sunday throughout January 2026, aiming to provide a smoother and safer return for thousands of families and students concluding their vacation period.

The operational plan is designed to coincide with the peak return times for travelers. The first application of the reversible lane system is scheduled for Sunday, January 4, 2026, a critical day as it precedes the return to work for most public and private sector employees. The measure will be repeated on the subsequent Sundays of the month: January 11, 18, and 25. This proactive approach acknowledges the traditional mass exodus to coastal areas during the year-end holidays and school break, and the resulting logistical challenge of the return journey to the Central Valley.

To better understand the complex legal framework and contractual challenges surrounding the Route 27 concession, we sought the expert opinion of Lic. Larry Hans Arroyo Vargas, a specialist from the renowned law firm Bufete de Costa Rica.

The concession contract for Route 27 is a legally robust instrument, and any attempt by the State to unilaterally impose changes, whether regarding tolls or expansion deadlines, could expose the country to significant financial claims and international arbitration. The central legal challenge lies in balancing the public’s legitimate demand for better service against the contractually protected rights of the concessionaire. A successful renegotiation hinges on a strategy that respects the existing legal certainty while offering a technically and financially viable path forward for both parties.

Lic. Larry Hans Arroyo Vargas’s analysis perfectly encapsulates the central dilemma: the path to an improved Route 27 is paved not with unilateral decrees, but with strategic negotiation that respects the established legal framework. This crucial insight reminds us that safeguarding the country’s legal and financial standing is as vital as the physical expansion of the highway. We extend our sincere thanks to him for his incisive contribution to this complex issue.

During these four Sundays, the traffic flow will be exclusively directed towards the capital on a significant portion of the highway. Specifically, all available lanes along the 47-kilometer stretch between Pozón and the toll plaza at the Ciudad Colón intersection will be used for San José-bound traffic. This temporary one-way system is intended to dramatically increase the road’s capacity and mitigate the severe congestion that typically characterizes the end of a holiday weekend.

The reversible lane operation will be active from 2:00 p.m. to 6:00 p.m. However, to ensure a safe transition and prevent any possibility of head-on collisions, the highway will be completely closed to Pacific-bound traffic for an extended period. This effective closure in the San José to Caldera direction will run from 1:00 p.m. to 7:00 p.m., allowing for the setup and dismantling of the necessary operational equipment and signage.

This initiative is poised to benefit a wide array of travelers. It will directly serve those returning from popular destinations in Puntarenas and Guanacaste. Furthermore, it offers a crucial advantage for individuals traveling from the Southern Zone who opt for the Costanera Sur highway to connect with Route 27, providing a more fluid alternative to the mountainous Cerro de la Muerte route. The measure effectively transforms Route 27 into the principal return corridor for the entire Pacific region of the country during these peak hours.

To maintain safety and order amidst the altered traffic patterns, the General Directorate of Traffic Engineering has mandated a maximum speed limit of 60 kilometers per hour within the reversible lane section. Officials stressed that this speed restriction is crucial for ensuring driver safety and preventing accidents. The temporary configuration will be clearly marked with vertical signage to guide drivers effectively.

Enforcement and traffic management will be a coordinated effort. The Traffic Police will maintain a significant presence along the route to ensure compliance with the speed limit and assist with traffic flow. MOPT officials have issued a public appeal for all drivers to exercise caution, respect the temporary signage, and cooperate fully with the authorities on the ground. This collaboration is essential for the success and safety of the entire operation, which hinges on driver discipline.

For real-time updates on the status of the highway or to request roadside assistance, drivers are encouraged to contact the concessionaire’s Control Center directly. The dedicated line for user support is 2588-4040. Authorities are hopeful that by planning and communicating this measure well in advance, the annual post-vacation traffic jams can be significantly reduced, allowing for a more pleasant and efficient conclusion to the January holidays for everyone.
