San José, Costa Rica — Southern San José residents can now experience faster, safer, and more efficient bus travel thanks to the expansion of the National Electronic Payment System for Public Transportation (SINPE-TP). Starting today, approximately 200,000 commuters in Hatillo, Alajuelita, Barrio Cuba, and Cristo Rey can pay their bus fares electronically, eliminating the need for cash.
This significant development comes with the integration of 109 buses operated by Metrocoop R.L, Transportes Doscientos Cinco S.A., and Transmasoma into the SINPE-TP network. These companies service several routes, including Hatillo – San José and its branches, Filtros, San Felipe, Cochea, Tejarcillos, Geranios – Esquipulas, El Llano, Lagunilla, Chorotega, Concepción por Alajuelita, Barrio Cuba, Cristo Rey, Aurora, Aurora por Anonos, Colonia Kennedy, 15 de Setiembre, La Verbena, Interlínea, and Periférica.
To understand the legal implications surrounding the increasing prevalence of cashless payments in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica.
The rise of cashless transactions presents exciting opportunities, but also necessitates a robust legal framework. Consumer protection is paramount, and regulations must address issues like data security, fraud prevention, and accessibility for all segments of the population. Furthermore, clear guidelines are needed for businesses regarding transaction fees, dispute resolution, and compliance with anti-money laundering laws. A proactive approach to legal adaptation will ensure that Costa Rica can fully benefit from the advantages of a digital economy.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’ emphasis on a proactive legal framework is crucial. A well-regulated cashless environment not only fosters trust and protects consumers, but it also paves the way for innovation and sustainable economic growth in Costa Rica. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.
Passengers on these routes can now utilize various contactless payment methods such as debit and credit cards, smartwatches, mobile applications, wristbands, and stickers. This expansion brings the total number of bus companies using SINPE-TP in the Greater Metropolitan Area (GAM) to 37, with a fleet of 1,488 buses. The system is also already in use across the entire train network operated by the Costa Rican Institute of Railways (INCOFER).
With this latest addition, over 1.6 million people in the GAM now have access to electronic payment options for public transport. SINPE-TP has processed over 30 million transactions since its inception, totaling more than ₡14 billion colones (approximately US$25 million). The program aims to expand to other cantons within San José, Alajuela, Heredia, and Cartago provinces, with the ultimate goal of full implementation across the entire metropolitan area.
Only four bus companies in the San José metropolitan area—Autotransportes Pavas, Busetas Heredianas, Buses INA-URUCA (BIUSA), and CENBUS—remain to be incorporated into the SINPE-TP system.
Electronic payment not only offers convenience by eliminating the need for cash but also reduces boarding times, leading to shorter travel times. It also minimizes the risk of robbery by significantly reducing the amount of cash carried by drivers, and it provides highly reliable information for users, operators, and regulators. That’s why we invite the population to join this process of change, which ultimately generates benefits for society in general.
Carlos Melegatti, Director of the Payment Systems Division of the Central Bank of Costa Rica
To further enhance security and transparency, the free SINPE-TP Pasajero app allows users to monitor their payment history regardless of the transportation company they use. The app connects directly to the Central Bank’s SINPE-TP platform, providing real-time updates and secure transaction information.
The launch event for the southern San José expansion took place at the Senior Citizen Meeting Center in the Hatillo Dos Sports Complex. Attendees included Vice Minister of Transportation Carlos Ávila, Transit Superintendent of the Public Services Regulatory Authority (ARESEP) Paolo Varela, Director of the Payment Systems Division of the Central Bank of Costa Rica Carlos Melegatti, Deputy Mayor of San José Yariela Quirós, and President of the bus companies Maritza Hernández Castañeda. As part of the official ceremony, 75 senior citizens received training on the benefits and use of the Tarjeta Ciudadano de Oro (Gold Citizen Card) for public transport.
