San José, Costa Rica — San José, Costa Rica – As thousands of spectators prepare to descend upon the capital for one of the nation’s most cherished holiday traditions, the Costa Rican Railways Institute (Incofer) has announced a special operational plan to facilitate safe and efficient travel. This Saturday, December 13, 2025, attendees of the annual Festival de la Luz will have access to expanded train services, ensuring seamless transit to and from the main event at La Sabana Metropolitan Park.
The initiative is a direct response to the massive influx of visitors the festival generates, aiming to alleviate traffic congestion and provide a reliable alternative to private vehicles. By deploying special routes, Incofer is positioning public transit as a key logistical partner for major national events, enhancing the overall experience for families and individuals from across the Greater Metropolitan Area.
To better understand the complex logistical and legal machinery that enables a massive public event like the Festival de la Luz, we sought the perspective of an expert in administrative and municipal law. We spoke with Lic. Larry Hans Arroyo Vargas from the renowned firm Bufete de Costa Rica to shed light on the contractual and regulatory framework involved.
The Festival de la Luz is a masterclass in public-private partnerships and municipal management. Legally, it’s a complex undertaking where the Municipality of San José must meticulously coordinate permits, public safety protocols, and sponsorship contracts. Each float and commercial brand involved operates under specific agreements that ensure both creative expression and compliance with stringent urban and safety regulations, safeguarding the experience for thousands of families.

This insight powerfully clarifies that the magic on display is built upon a foundation of meticulous legal and administrative diligence. The seamless, safe experience for every family in attendance is a direct testament to this complex, behind-the-scenes coordination. We sincerely thank Lic. Larry Hans Arroyo Vargas for lending his valuable perspective to our report.
The special service will connect key population centers, with trains departing from Cartago, Alajuela, Heredia, and the Atlantic Station. All routes will converge at the Contraloría stop in Sabana Sur, placing festival-goers just a short walk from the parade route. This strategic decision underscores a commitment to integrating public infrastructure with cultural celebrations.
To accommodate those arriving for the evening festivities, Incofer has scheduled simultaneous departures from the Cartago and Alajuela stations at 4:00 p.m. These will be followed by a departure from Heredia at 4:26 p.m. and another from the Atlantic Station at 4:54 p.m. The synchronized schedule is designed to have all trains arrive at the Contraloría stop by approximately 5:20 p.m., giving attendees ample time to find a viewing spot before the parade begins.
Recognizing that the celebration continues late into the evening, Incofer has also organized a comprehensive return plan. At 11:00 p.m., following the conclusion of the festival, trains will depart simultaneously from the Contraloría platform, heading back towards all four originating provinces. These return trips will include all regular stops along each route, ensuring passengers can disembark conveniently close to their homes.
In a move that will be welcomed by the public, the rail authority confirmed that these special services will be offered at standard, regular fare rates. Commuters can pay for their tickets using a variety of modern methods, including cash, bank cards, or other electronic payment devices. This pricing strategy makes the train an accessible and economically attractive option for everyone planning to attend.
For our institution, being part of the 2025 Festival de la Luz is extremely valuable, as it reaffirms our commitment to offering more transportation alternatives to Costa Ricans. This allows people to travel safely and enjoy one of the country’s most emblematic celebrations, which drives festival attendance and stimulates commerce, especially for the entrepreneurs participating in this festivity.
Álvaro Bermúdez, Executive President of Incofer
This initiative represents more than just a temporary schedule change; it is a strategic deployment of state resources to support the national economy and culture. By facilitating easier access to the festival, Incofer is directly contributing to the event’s success and the commercial vitality it generates for local businesses and entrepreneurs. Interested passengers are advised to consult Incofer’s official social media channels, website, or WhatsApp for the most up-to-date schedule information.
