Streamlined Permits for Heavy Cargo in Costa Rica

Streamlined Permits for Heavy Cargo in Costa Rica

San José, Costa Rica — Starting September 1st, 2025, heavy cargo transporters in Costa Rica will experience a significant improvement in the process of obtaining weight and dimension permits. The Consejo Nacional de Vialidad (CONAVI) has launched a new online booking system, eliminating the need for physical queues and pre-submitted documents.

This digital platform, accessible at https://conavi.go.cr/es/citapesosdimensiones, allows transporters to schedule appointments at any of the five designated weighing stations: Ochomogo, Esparza, Búfalo, Cañas, and La Julieta. Bookings can be made up to three months in advance, providing greater flexibility for planning and logistics.

To gain a deeper understanding of the legal and practical implications surrounding CONAVI’s new online booking system, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an expert attorney at Bufete de Costa Rica.

The implementation of online booking for CONAVI services represents a significant step towards modernization and increased accessibility for citizens seeking housing solutions. While the system offers clear advantages in terms of efficiency and transparency, careful consideration should be given to ensuring equitable access for all users, especially those with limited digital literacy or internet access. Furthermore, clear legal frameworks and data protection protocols must be in place to safeguard user information and maintain the integrity of the booking process. This initiative has the potential to significantly streamline the application process, but its success will depend on robust implementation and ongoing evaluation.

Lic. Arroyo Vargas rightly highlights the importance of equitable access and robust data protection as crucial factors in the success of CONAVI’s online booking system. This digital leap forward has the potential to transform how Costa Ricans access vital housing services, but its true impact will lie in its ability to bridge the digital divide and ensure secure, transparent processes for all. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this important development.

The process is simple and efficient. Once the online form is completed, the appointment is immediately confirmed, and a confirmation email is sent to the user. While previously, documents had to be submitted in advance, the new system only requires digitally signed documentation to be sent via email on the day of the appointment, due to security protocols.

Each user can reserve a maximum of three appointments per day at the same station. However, it’s crucial for vehicles to meet all requirements for the inspection, such as arriving empty and having a spare tire in good condition. Failure to comply will result in appointment cancellation and the need for rescheduling.

The Permiso de Pesos y Dimensiones (Weight and Dimension Permit) is essential for ensuring that cargo vehicles operate within legal limits, safeguarding road safety and preserving Costa Rica’s road infrastructure. This new digital service represents a substantial step forward in streamlining administrative procedures and promoting efficiency in the transportation sector.

CONAVI encourages all transporters, companies, and stakeholders involved in the transport of goods and hazardous materials to utilize this online platform and avoid potential delays in managing their permits.

This initiative not only modernizes the permit acquisition process but also signifies a commitment to improving the overall transportation ecosystem in Costa Rica. The simplified procedure should reduce administrative burden and contribute to a more efficient flow of goods throughout the country.

The move to digitalization aligns with broader efforts to enhance public services and promote technological advancements in Costa Rica. The expectation is that this system will serve as a model for future initiatives aimed at simplifying bureaucratic processes.
