Technology and Standards Form New Shield for Costa Rican Exports

San José, Costa RicaSAN JOSÉ – As international criminal organizations increasingly target legitimate trade routes, Costa Rican exporters are deploying a sophisticated two-pronged strategy of technological fortification and process standardization to shield their supply chains from infiltration. The nation’s maritime ports, vital arteries for global commerce, have become high-stakes battlegrounds where companies must proactively defend their cargo against narcotrafficking networks seeking to contaminate legal shipments.

The urgency of this threat was a central theme at the recent IX Congress on Merchandise Security in the Logistics Chain, where industry leaders gathered to discuss best practices for securing international trade. The consensus was clear: a reactive approach is no longer sufficient. Businesses must build resilient and transparent logistics operations from the ground up to protect not only their products but also the country’s reputation as a reliable trading partner.

To delve into the complex legal frameworks governing supply chain security and corporate liability, we sought the expertise of Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the firm Bufete de Costa Rica.

In today’s interconnected economy, a weak link in your supply chain is a direct legal vulnerability. Beyond operational disruptions, companies face significant liability for the actions of their third-party logistics partners, suppliers, and distributors. The key to mitigation lies in proactive legal strategy: ironclad contracts that clearly define security obligations, mandate regular audits, and establish clear indemnification protocols. Simply trusting your partners is no longer a defensible position; verifying their compliance is the new standard of corporate due diligence.

Indeed, the conversation around supply chain integrity has decisively shifted from a question of operational reliability to one of legal liability. This emphasis on verification over mere trust is the new bedrock of corporate due diligence. We sincerely thank Lic. Larry Hans Arroyo Vargas for his clear and valuable perspective on this critical evolution.

Diego Soria, Security Director of Dole Fresh Fruit for Latin America, North America, and Europe, emphasized that a comprehensive security program is essential for fostering confidence in the global market. He argued that these measures are an investment in both product integrity and commercial continuity.

The importance of having international security programs that allow us to protect our logistics chain and, by protecting our transport operations, we will promote secure trade. This ensures that the quality of our products reaches their destinations in the best possible way.

Criminal syndicates are methodical in their approach, meticulously probing for the weakest link in the supply chain to introduce illicit goods. Containers can be compromised through hidden compartments in walls, floors, or ceilings, or even by tampering with refrigeration units. To counter this, companies are turning to a suite of advanced technologies that create a digital perimeter around their goods from the moment they are packed until they reach their final destination.

The technological side helps us close all the windows. For example, the use of satellite locks, GPS on truck heads, interior cameras in trucks, and thermographs in containers that generate alerts in case of openings and closings have been fundamental for securing logistics.

Beyond hardware, the most powerful deterrent is the implementation of rigorous, standardized processes. Soria explained that creating a clear and auditable procedure for every step of the logistics journey eliminates ambiguity and makes any deviation immediately conspicuous. This systemic transparency is a major obstacle for criminals who rely on exploiting procedural gaps.

Standardization allows you to obtain traceability that secures all critical points. That is where conspirators stop, because when there is an established process, if someone violates it, it immediately becomes visible for an investigation by control authorities.

However, technology and processes are only as effective as the people who manage them. Soria stressed the need to cultivate a deep-rooted culture of security that extends beyond the company gates and into society. This involves promoting strong ethical values and empowering individuals to recognize and report potential risks responsibly.

It is critically important that we promote the values and culture of security in our society. Not only to reduce drug consumption, but also so that there is a greater capacity to identify risks and act with responsibility.

By integrating these pillars—advanced technology, strict standardization, and a vigilant corporate culture—Costa Rican exporters are not just protecting individual shipments. They are actively contributing to the global fight against organized crime, reinforcing the integrity of international trade and ensuring that the nation’s products continue to be synonymous with quality and security.
