The delay stems from performance issues with the National Information and Single Registry System for State Beneficiaries (SINIRUBE), a platform essential for validating the socioeconomic status of all applicants. This verification step is non-negotiable and acts as the primary filter for the program. The system is designed to automatically check an applicant’s status against the SINIRUBE database. Only individuals officially classified under conditions of extreme poverty, basic poverty, or economic vulnerability will be permitted to proceed with their scholarship application. This dependency underscores the program’s targeted mission to support the nation’s most financially insecure students.

The application window on February 5 will be brief, opening at 7:00 a.m. and closing at midnight on the same day. The entire process will be conducted digitally through the Regionalization Digital Module (ReDi), accessible via the official MEP website. Officials stress that students should prepare their documents in advance for the highly competitive and limited opportunity.

The Ministry has been clear that competition for the aid will be intense, with only 500 scholarships available for the entire country. These slots are contingent upon both strict adherence to all requirements and the availability of government funds. The financial support offered is tiered based on academic load. Students enrolled in two or three courses under their official study plan will receive ₡65,740 per month. As a general rule, the program will not fund students enrolled in just a single course, unless explicitly permitted by their degree’s official curriculum.

Eligibility is restricted to students pursuing diplomas, professorships, bachelor’s degrees, or licentiates at public universities, CONESUP-recognized private universities, or para-university institutions. The program explicitly excludes technical courses, master’s degrees, doctorates, and specialized or free courses. Furthermore, applicants who have previously completed a major degree with this same scholarship, receive other institutional aid covering 80% or more of their costs, or have a record of submitting fraudulent documents will be disqualified.

The MEP has issued a stern warning regarding the application process, emphasizing that it must be completed personally by the student without any intermediaries. No university or third-party entity is authorized to manage applications. All required documentation must be official, preferably digitally signed, as screenshots or altered files will lead to automatic rejection. All official communication regarding application status will be conducted exclusively via email, which serves as a legally valid notification method under Costa Rican law.
