As a key example of governmental neglect, Dobles highlighted the PAACUME water supply project for Guanacaste. She noted that while the project was fully planned and ready for execution during the previous administration, it has seen minimal progress under the current leadership, with a completion rate of just 13 percent. She positioned the revitalization of such stalled projects as a top priority, showcasing a commitment to continuity and effective project management.

Dobles also outlined a comprehensive vision for rural development that extends beyond just roads. Dobles fiercely defended national producers, whom she described as a sector “extremely beaten down and despised” by the current government’s policies.
