Tribu-CR Goes Live Modernizing Costa Rican Tax System

San José, Costa RicaSAN JOSÉ – Costa Rica’s Ministry of Finance officially launched its new Integrated Tax Administration System, known as Tribu-CR, today, marking a significant milestone in the nation’s digital transformation. The new platform replaces the long-standing Virtual Tax Administration (ATV) system, promising to centralize and streamline all fiscal procedures for taxpayers into a single, comprehensive virtual office.

The transition to Tribu-CR represents a monumental undertaking, aimed at enhancing efficiency, improving user experience, and modernizing the country’s tax infrastructure. The initial deployment, which went live this morning, constitutes the first phase of a multi-year project. This stage introduces a foundational set of ten components designed to handle the most critical taxpayer interactions and administrative functions, setting the stage for future expansions.

Included in this initial rollout are nine core modules: citizen service, a single taxpayer registry, an integrated tax account, declarations, payments, communications and notifications, an electronic file system, a document manager, and a treasury consultation tool. This suite of services aims to provide a more cohesive and user-friendly environment for managing tax obligations, from filing returns to making payments and receiving official notices from the Ministry of Finance.

A key feature of the launch, particularly beneficial for entrepreneurs and small business owners, is the introduction of TicoFactura. This new, free-to-use invoicing tool is designed to simplify the creation and issuance of electronic receipts. The inclusion of TicoFactura addresses a critical need within the small taxpayer community, providing accessible technology to ensure compliance with electronic invoicing regulations without incurring additional software costs.

The system’s debut follows a period of anticipation and a notable delay caused by a legal injunction filed by Deputy Johana Obando. Overcoming this hurdle allowed the Ministry of Finance to proceed with the launch, which involved one of the largest data migrations in the country’s public sector history. A staggering total of over 883 million individual records associated with the nation’s taxpayers were successfully transferred from the old ATV system to the new Tribu-CR platform.

As taxpayers begin to navigate the new system, accounting professionals are urging caution and diligence. The College of Private Accountants has issued a critical advisory, emphasizing that user credentials from the old ATV platform have not been carried over to Tribu-CR. Every taxpayer, both individual and corporate, will be required to create a brand-new user profile to access the system.

Tribu-CR consolidates all tax procedures in one place. Therefore, we want to remind the public that they must create a new user in the Virtual Office, as the previous one from ATV is not automatically migrated. During this change, consult your trusted private accountant for proper guidance.

Mayorga also specified that for individual taxpayers, the registration process will require their national identification number (cédula) along with the unique consecutive number found on the back of the card. This advisory underscores the importance of professional guidance during the transition to prevent errors in filings or account setup. The complete vision for Tribu-CR extends far beyond this initial phase. The Ministry of Finance has outlined a progressive implementation plan, with an additional 17 modules scheduled to be developed and integrated into the platform. This phased rollout is expected to continue until the system reaches its full operational capacity in 2027, ultimately creating a fully unified and powerful tool for tax administration in Costa Rica.
