The project involved the complex migration of over 883 million individual records, a massive undertaking aimed at creating a more streamlined, efficient, and user-friendly virtual office for every taxpayer in the country. This initial launch marks the first of a three-stage implementation, bringing nine essential modules online, including those for tax declarations, payments, and the unified taxpayer registry.

In a critical advisory for all citizens and businesses, authorities have stressed that the new system requires immediate action. Unlike previous updates, user credentials from the old ATV platform have not been transferred to Tribu-CR. Consequently, every individual and corporate taxpayer must complete a new registration process directly on the new portal to ensure uninterrupted access and compliance with their fiscal responsibilities. For individuals, this process will require their national identification number (cédula) and the unique consecutive number found on the reverse side of the document.

The College of Private Accountants has echoed the government’s call, issuing an emphatic statement to prevent potential confusion and compliance issues. The professional body is urging taxpayers to act swiftly and seek professional guidance to navigate the new system correctly.

One of the most anticipated features debuting with Tribu-CR is a powerful new tool for small businesses and entrepreneurs: a free electronic invoicing service named TicoFactura. This integrated utility is designed to simplify the process of issuing legally compliant electronic receipts, a move expected to lower administrative barriers for thousands of smaller-scale economic operators across the country and encourage formalization.

While the initial rollout is a major milestone, it is just the foundation of a more comprehensive vision. The Ministry of Finance plans a progressive implementation, with an additional 17 modules scheduled to be integrated into the platform between now and 2027. This phased approach aims to ensure a stable transition while gradually expanding the system’s capabilities to cover the full spectrum of tax-related services.

The successful launch of Tribu-CR is poised to have a lasting impact on Costa Rica’s business climate. By centralizing services and leveraging modern technology, the platform promises to reduce bureaucratic hurdles, enhance transparency, and improve the overall efficiency of tax collection.
