This policy change is more than just a procedural tweak; it is a strategic maneuver to dismantle what economists call the “informality trap.” For decades, the land use certificate served as a significant barrier for countless aspiring business owners in rural Costa Rica. If a property was not zoned for commercial activity, entrepreneurs were often forced to operate “under the table,” leaving them without legal standing, access to bank loans, the ability to issue official invoices, or social security coverage.
