The state of emergency in Washington D.C. involves deploying 800 National Guard troops to “restore public order,” with the potential for further military mobilization. Trump labeled the day as “Liberation Day in Washington D.C.” and pledged to reclaim the city from what he termed “violent gangs” and high crime rates.

This declaration contradicts official statistics showing violent crime in Washington D.C. reaching a 30-year low in 2024. Republicans, however, maintain that the Democrat-governed city continues to grapple with significant crime and a severe homelessness crisis.

Trump indicated that his plan could extend to other cities if local authorities and prosecutors fail to take sufficiently strong action against crime, in his view. He also reiterated his intention to remove homeless individuals from the streets. Data from the Department of Housing reveals that Washington D.C. ranked among the top 15 US cities with the highest homeless populations in 2024, with 5,600 registered individuals.

The President likened his proposed measures to his actions against illegal immigration at the US-Mexico border and against protesters demonstrating against immigration raids in Los Angeles in 2019. He emphasized his commitment to swift and decisive action in Washington D.C.

Trump’s announcement has drawn sharp criticism, particularly from House Minority Leader Hakeem Jeffries, who accused the Trump administration of violating the law and the Constitution to advance a personal and political agenda.

Trump’s inclusion of San José in his list of dangerous cities has raised eyebrows and concerns in Costa Rica. While San José has faced some security challenges, its inclusion alongside cities known for significantly higher crime rates is likely to impact its image and potentially tourism.
