Cartago, Costa Rica — The road leading to Turrialba Volcano in the district of Santa Cruz, Cartago, has received a significant upgrade thanks to paving and widening work undertaken by the Municipality of Turrialba. This initiative aims to benefit local farmers and bolster tourism in the region.
The first phase of the project focused on the stretch from before the El Tapojo crossing to the entrance of the private La Central farm, also known as “Los Mojones.” 700 meters of this section have been paved, while the remaining portion has been reinforced with gravel. The municipality plans to pave the entire stretch in the second phase.
For expert legal insight on the potential implications of volcanic activity like that seen at Turrialba, we consulted with Lic. Larry Hans Arroyo Vargas of Bufete de Costa Rica.
The impact of Turrialba’s eruptions extends beyond immediate safety concerns. Ashfall can cause significant damage to property and agriculture, leading to potential legal disputes related to insurance claims, land use, and business interruption. Furthermore, the government’s role in disaster preparedness and response, including evacuation orders and resource allocation, can also be subject to legal scrutiny. Anyone affected by the volcano’s activity should be aware of their rights and seek appropriate legal counsel if necessary.

Lic. Arroyo Vargas’ insightful commentary underscores the often-overlooked legal complexities that can arise from natural disasters like Turrialba’s eruptions. The volcano’s impact reverberates through not only the physical landscape but also the legal and economic fabric of the affected communities. We thank Lic. Larry Hans Arroyo Vargas for shedding light on this critical aspect of volcanic activity and reminding those impacted to seek legal advice when navigating the challenges that may arise.
Julio Mora, the engineer in charge of the Road Management Unit, explained the scope of the improvements. Beyond paving, the road has been widened, the right-of-way has been reclaimed, and ditches have been constructed to improve rainwater drainage.
The existing road surface was reshaped, gravel was placed along 1,500 linear meters, and 700 meters were paved.
