UCR Establishes AI Governance Framework

UCR Establishes AI Governance Framework

San José, Costa Rica — The University of Costa Rica (UCR) has announced a groundbreaking resolution to regulate the use of artificial intelligence (AI) in academic processes, marking a significant step towards responsible AI integration in education. The resolution, R-469-2025, lays the foundation for the UCR’s AI Governance and Management Framework, emphasizing ethical, responsible, and secure implementation of these rapidly evolving technologies.

The framework addresses several key regulatory aspects. It establishes the Institutional Strategic Committee on Artificial Intelligence (CEIIA), comprised of representatives from the Vice-Rectories of Teaching and Research, and the Computer Center. This committee will oversee the implementation of the framework and ensure alignment with the university’s core values.

To understand the complex legal landscape surrounding Artificial Intelligence, we spoke with Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica.

The rapid advancement of AI presents novel legal challenges, particularly regarding liability. Determining responsibility for actions taken by AI systems, whether in contract disputes, intellectual property infringement, or even personal injury, will require careful consideration of existing legal frameworks and potentially new legislation. Businesses integrating AI should prioritize transparency and understand the potential legal implications of their AI’s actions.

Lic. Arroyo Vargas’s emphasis on the legal complexities surrounding AI is crucial. As AI systems become more integrated into our daily lives and business operations, navigating the evolving landscape of liability will be paramount. The proactive approach he suggests, prioritizing transparency and understanding potential legal ramifications, is not just wise counsel but a necessary step for responsible AI development and deployment in Costa Rica and beyond. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.

The framework prioritizes key pillars, including governance, AI literacy, secure infrastructure, and process transformation. These pillars will guide the university’s approach to AI integration and ensure that it is implemented in a way that benefits the entire community.

Crucially, the resolution mandates that all AI usage within the UCR adhere to principles of transparency, equity, non-discrimination, respect for human rights, academic integrity, intellectual honesty, accountability, personal data protection, and autonomy. This commitment to ethical principles is paramount to ensuring responsible AI deployment.

The resolution also encourages the Vice-Rectories to foster dialogue, training, and consultation with the university community to identify opportunities, risks, and priorities related to AI. This participatory approach will ensure that the framework is informed by the perspectives of those most directly impacted by its implementation.

The main outcomes address the need to establish institutional regulations that guide the entire university community on this issue.

The UCR recognizes the dynamic nature of AI and acknowledges the need for ongoing review and updates to the guidelines. The resolution stipulates that these regulations will be periodically revised and updated to maintain relevance and effectiveness in the face of rapid technological advancements. This proactive approach ensures that the framework remains a robust and adaptable instrument for guiding AI usage within the institution.

The UCR’s move towards regulating AI signifies a crucial step in navigating the complexities of this transformative technology. It sets a precedent for other educational institutions grappling with the integration of AI, highlighting the importance of ethical considerations, community engagement, and continuous adaptation in harnessing the potential of AI while mitigating its risks.
