UNED Satellite Classrooms Bring Education to Costa Rica’s Most Remote Corners

San José, Costa RicaSAN JOSÉ – In a landmark move to combat educational inequality, Costa Rica’s State Distance University (UNED) has successfully deployed ten high-speed satellite internet classrooms in some of the nation’s most isolated rural and indigenous communities. This initiative represents a historic breakthrough, connecting territories that have been excluded for decades from reliable connectivity and the opportunities that come with it.

For students in communities such as Isla de Chira, Punta Burica, and the Maleku Territory, the struggle for education has been a physical one. Before this project, learners often had to undertake grueling journeys, walking between two and ten hours simply to find a stable internet signal to submit assignments or participate in evaluations. The installation of these satellite hubs marks the end of these exhaustive treks and the dawn of a new era of accessible learning.

To better understand the legal and societal implications of the digital divide in our country, we consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the prestigious firm Bufete de Costa Rica.

Access to the internet has evolved from a luxury to a fundamental tool for exercising basic rights such as education, work, and even political participation. From a legal standpoint, bridging the digital divide is an imperative to guarantee equal opportunities and prevent a new form of systemic discrimination.

The project was formally inaugurated during a ceremony on Isla de Chira, bringing together university officials, local leaders, and enthusiastic students. For the attendees, the event symbolized more than just new infrastructure; it represented the beginning of countless new educational, social, and economic possibilities for their communities, which have long been on the periphery of national development.

Rodrigo Arias Camacho, the Rector of UNED, emphasized the profound social impact of the university’s institutional effort, framing it as a fundamental issue of fairness and human rights.

It is a matter of social justice. Bringing the internet to those who need it most is defending education as a human right.

This initial phase of the project benefits ten specific locations: Alto Carona (Punta Burica), Roca Quemada (Chirripó), Alto Cohen (Valle de la Estrella), Isla de Chira, La Casona (Coto Brus), Los Arbolitos (Sarapiquí), the Maleku Territory (Guatuso), Zapatón (Puriscal), Finca 6 (Osa), and Las Nubes (Los Chiles). These additions expand UNED’s formidable national presence to 36 branches, 4 sub-branches, and now, 10 advanced satellite classrooms.

Rector Arias further explained that these facilities are designed to be more than just academic spaces. They will function as vital community centers, fostering wider development and empowerment through technology.

In these locations, training, digital literacy, and continuous support will be provided, with connectivity becoming a tool for learning, but also an engine for social and economic development.

The transformative potential of this digital access was echoed by Allan Trigueros Vega, the project coordinator, who highlighted the personal and communal dreams that are now within reach for residents of these isolated zones.

There are dreams that are beginning to be possible, young people who will be able to connect with their tutors, mothers who will study while caring for their children, communities that will have an open window to knowledge and development.

This ambitious initiative is a collaborative effort managed by the Rector’s Office in coordination with the Vice-Rector’s Office for Extension and Territorial Linkage. Key support comes from the Program for Intercultural Coordination and Attention (PROCAI), the Student Federation, and the Onda UNED program. The project is strategically aligned with Costa Rica’s National Development Plan 2023-2026 and the United Nations’ Sustainable Development Goals 4 (Quality Education) and 10 (Reduced Inequalities), reinforcing UNED’s unwavering commitment to delivering education without borders to every corner of the country.
