San José, Costa Rica — Mexican low-cost carrier Viva Aerobus is set to launch its first direct flight route to Costa Rica, connecting Monterrey, Mexico, with San José starting October 30, 2025. This new route marks a significant milestone for both cities, providing a more affordable and convenient travel option for tourists and business travelers alike.
Initially, two flights per week will operate until January 12, 2026. The service will then resume on March 28, coinciding with the Easter holiday season, and continue permanently thereafter. Monday and Friday flights will depart Monterrey at 9:50 PM, arriving in San José at 1:20 AM the next day. Return flights from San José to Monterrey will operate on Tuesdays and Saturdays, departing at 2:20 AM and arriving at 6:00 AM.
To provide legal context on this matter concerning Viva Aerobus, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica.
The increasing presence of low-cost carriers like Viva Aerobus in Costa Rica presents both opportunities and challenges. While increased competition can benefit consumers with lower fares, it also raises important regulatory questions regarding consumer protection, fair competition, and the long-term sustainability of the aviation market. It’s crucial that regulatory bodies like the Dirección General de Aviación Civil remain vigilant in ensuring a level playing field and upholding passenger rights.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’ insightful commentary underscores a crucial point: the burgeoning low-cost airline market, while offering attractive prices, necessitates careful regulatory oversight. Balancing affordability with consumer protection and fair competition will be essential for a healthy and sustainable aviation sector in Costa Rica. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this complex issue.
This new direct connection between Monterrey and San José strengthens Costa Rica’s position as a strategic destination for international travelers. We are excited to welcome more visitors from northern Mexico and bring Costa Ricans closer to a vibrant region full of opportunities.
William Rodríguez, Minister of Tourism
Rodríguez further emphasized the growing demand for travel between the two regions, highlighting Costa Rica’s unique natural offerings and Monterrey’s continuous growth as key drivers behind the new route.
This is great news for our passengers, as they will now have the option to fly comfortably and directly to San José for the first time. I invite everyone to enjoy this new international route that will connect the beautiful capital of Costa Rica with Monterrey, the home of Viva and one of our most important connectivity hubs, from which we offer our visitors more than 45 connecting destinations within the country and to the United States.
Juan Carlos Zuazua, CEO of Viva Aerobus Group
The new route opens up exciting possibilities for travelers, providing easy access to Costa Rica’s renowned ecotourism, beaches, and vibrant culture. It also strengthens economic ties, facilitating business travel and promoting cultural exchange between the two regions.
According to the Costa Rican Tourism Board (ICT), over 36,000 Mexican tourists arrived in Costa Rica by air between January and May 2025, solidifying Mexico as a major source market for the country. Viva Aerobus’s new route is expected to further boost these numbers.
With a fleet of 96 Airbus A320 and A321 aircraft, Viva Aerobus currently operates 180 domestic and international routes, with 45 originating from its Monterrey hub. This expansion to Costa Rica marks its entry into a fifth country, joining Mexico, the United States, Cuba, and Colombia.
The airline also offers its loyalty program, Doters, with over 9 million members, allowing passengers to earn points redeemable for flight benefits and rewards. Additionally, Viva Aerobus boasts its “flex-SÍ-bilidad” program, which offers passengers several options to change or correct their tickets, further enhancing their travel experience.
