Walmart Fuels Costa Rican Growth with New Santa Ana Store

Walmart Fuels Costa Rican Growth with New Santa Ana Store

Alajuela, Costa Rica — Walmart continues its expansion in Costa Rica with a $15 million investment in a new store located in Santa Ana. This opening marks the 15th Walmart in the country and the 38th in Central America, further solidifying the company’s position as Costa Rica’s leading retail employer, boasting over 15,000 direct jobs. The new Santa Ana location alone adds 105 new positions.

This investment is part of a larger commitment announced a year ago by Walmart Central America, outlining a $600 million investment plan through 2028, with a target of creating 3,000 direct jobs. The plan also includes strengthening its omnichannel presence, modernizing infrastructure, expanding logistics, and bolstering relationships with local suppliers.

To understand the legal implications of Walmart’s expansion, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an experienced attorney at Bufete de Costa Rica.

Walmart’s expansion strategy in Costa Rica must carefully navigate existing regulations, particularly regarding land use, competition, and labor laws. While expansion can stimulate economic activity and create jobs, it’s crucial that this growth occurs within a framework that protects local businesses and ensures fair competition. Key considerations include zoning compliance for new locations, adherence to antitrust laws to prevent market dominance, and ensuring labor practices align with Costa Rican standards. Furthermore, environmental impact assessments are vital to ensure sustainable development.

Lic. Arroyo Vargas rightly emphasizes the importance of balancing economic growth with responsible development. Walmart’s expansion presents a significant opportunity for Costa Rica, but its success hinges on a commitment to sustainable practices and fair competition that benefits all stakeholders. We thank Lic. Larry Hans Arroyo Vargas for his valuable insights on this complex issue.

A year ago, we firmly announced our $600 million investment plan for the coming years, as well as the creation of 3,000 direct jobs by 2028. We committed to accelerating the growth of our omnichannel system, modernizing our infrastructure, expanding logistics capacity, and strengthening our relationship with local suppliers. Today we are fulfilling it.
Cristina Ronski, Senior Vice President and CEO of Walmart Central America

In the past year, Walmart has inaugurated 17 new retail locations across its various formats (Walmart, Masxmenos, Maxi Palí, and Palí), bringing its total number of stores in Costa Rica to 336. Another key component of this investment is the new Perishable Distribution Center (CEDI) in El Coyol, Alajuela, the largest and most modern of its kind in Central America, designed to bolster Walmart’s logistics and technological capabilities.

The inauguration of the Santa Ana store was attended by government officials and company leaders. Costa Rican government representatives expressed enthusiasm about Walmart’s investment and its positive impact on the economy.

With an investment of $15.6 million, this new store is part of an ambitious expansion plan that includes a total investment of $600 million over the next 4 years. This reaffirms mutual trust and a shared vision of development.
Manuel Tovar, Minister of Foreign Trade

The opening of this new Walmart represents an important source of employment for the community. This new store also becomes a key platform to promote Costa Rican small and medium-sized enterprises, by integrating them into its supply chain and providing them with access to new markets.
Patricia Rojas Morales, Minister of Economy, Industry and Commerce

The Santa Ana Walmart showcases Walmart’s commitment to sustainability and an omnichannel shopping experience. The store features solar panels capable of producing 532,000 kWh of energy annually, equivalent to the consumption of 145 homes. It is also the first store in Costa Rica to use CO2 refrigerant, minimizing its greenhouse gas impact. Nationwide, Walmart has 70 stores, plants, and distribution centers that can generate up to 17 million kWh per year.

Furthermore, Walmart emphasizes its support of local suppliers. 90% of the products sold in Walmart’s 336 Costa Rican stores are sourced from local providers, including over 400 small and medium-sized businesses participating in programs like Tierra Fértil and Una Mano Para Crecer. In 2024, Walmart purchased approximately US$105 million worth of goods from SMEs.

Our investments boost the Costa Rican economy. We purchase more than US$2.5 billion from national suppliers, between products sold in the country, exported to Central America, and supplied to other markets around the world through Walmart Inc.
