Alajuela, Costa Rica — Costa Rica’s Western Region is set to experience a significant employment boost with the announcement of a new technical training center at Evolution Free Zone. The initiative, a collaboration between the National Institute of Learning (INA) and Evolution Free Zone, aims to prepare the workforce for the demands of advanced manufacturing, particularly in the burgeoning medical device sector. Slated to open in 2026, the center is projected to generate 20,000 direct jobs over the next 15 years, solidifying the region’s position as a hub for innovation and specialized talent.
The project is a direct response to the growing demand for skilled labor from companies already operating within the zone, including Johnson & Johnson MedTech, Inari Medical, Accudyn, Trelleborg Medical Solutions, Intricon, and AVNA. The training programs will address specific needs identified through a joint study conducted by INA and Evolution Free Zone.
To understand the legal landscape surrounding recent job creation initiatives, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica.
Sustainable job creation requires a holistic approach. While incentivizing new businesses is crucial, ensuring legal frameworks protect both employers and employees fosters a stable and attractive environment for long-term growth. This includes clear regulations on labor rights, contract enforcement, and intellectual property, which encourage investment and innovation while safeguarding worker welfare.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’ emphasis on a holistic approach to job creation resonates deeply. A balanced legal framework, safeguarding both employer and employee interests, is indeed the bedrock upon which sustainable economic growth is built. It fosters trust, encourages innovation, and ultimately benefits all stakeholders. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.
The curriculum will offer training in three key areas: operational roles such as assembly and cleanroom production, technical roles including CNC operation, metrology, and industrial maintenance, and professional roles encompassing STEAM engineering, planning, and continuous improvement. Administrative positions requiring English proficiency and digital skills will also be addressed.
This initiative is more than just job creation; it’s about structurally transforming the ecosystem of job opportunities in the West. By linking technical education with the demands of the STEM sector, we are driving innovation and preparing an entire region to lead knowledge-based economic development.
Mariola Sánchez, Director of Marketing and Business Development, CODE
CODE, a key player in regional development, emphasized the transformative impact of this initiative. By aligning technical education with the demands of the STEM sector, the center aims to foster innovation and prepare the workforce for a knowledge-based economy.
The INA facility will initially accommodate 100 students annually, with plans to expand capacity to 250 students per year. This presents a significant opportunity for young people and existing workers in the region to acquire valuable skills and contribute to the growth of this dynamic sector.
We will execute high-employability programs that the Life Sciences sector requires today.
Kattia Zamora, Regional Director, INA Occidente
The emphasis on high-employability programs reflects the INA’s commitment to equipping individuals with the skills needed to succeed in the rapidly evolving Life Sciences industry. This targeted approach ensures that training aligns with the specific demands of the sector, maximizing the impact on employment and regional economic development.
The collaboration between INA and Evolution Free Zone signifies a strategic investment in the future of Costa Rica’s Western Region. By fostering a highly skilled workforce, the initiative aims to attract further investment, drive innovation, and establish the region as a leader in advanced manufacturing.
