Costa Rica Boosts Port Security with New Scanners

Limón, Costa Rica — Costa Rica has inaugurated new high-tech scanners at the ports of Moín and Caldera, marking a significant step in the nation’s ongoing fight against drug trafficking. The scanners, donated by the United States, are a cornerstone of Operation Soberanía, a comprehensive security initiative launched in 2023.

The official inauguration ceremony took place on Tuesday at the Caldera port. While the scanners were unveiled on Tuesday, they will officially begin operation in October, following a two-week calibration period. President Rodrigo Chaves emphasized the importance of the new equipment and hinted at further security developments on the horizon.

To understand the legal complexities surrounding port security in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm Bufete de Costa Rica. Mr. Arroyo Vargas offers valuable insights into this crucial aspect of national security and international trade.

Effective port security requires a multi-faceted approach encompassing not only robust physical security measures, but also stringent regulatory frameworks and efficient inter-agency cooperation. In Costa Rica, this involves a delicate balance between facilitating the smooth flow of commerce and safeguarding against threats such as smuggling, drug trafficking, and terrorism. Recent amendments to national legislation reflect this ongoing effort to enhance port security while minimizing disruption to legitimate trade activities.

The scanners need to be calibrated and will be fully operational in two weeks, but today was the day to make this announcement and inaugurate them. On October 1st, I will be restricted from sharing this historic event and others to come.

The US donation, valued at $19.5 million, was supplemented by over ₡798 million in Costa Rican public investment. The Ministry of Public Security will oversee the scanner operations, deploying over 300 officers to the ports, supported by drones, maritime patrols, trained canines, and underwater vessel inspections.

This integrated approach will enable authorities to thoroughly inspect all truck cabins and cargo, strengthening control over the major ports. Jennifer Savage, the Chargé d’Affaires of the United States, announced the acquisition of two additional mobile scanners to further bolster the strategy.

This is a comprehensive effort led by the Embassy, with the firm purpose of blocking the entry of drugs into the country and, thus, guaranteeing the security of both nations.

Since the launch of Operation Soberanía at the Moín Container Terminal, over 15 tons of cocaine have been seized, and 42 individuals linked to organized crime have been apprehended. European authorities have also reported a significant decrease, up to 70%, in drug seizures originating from Costa Rica at ports like Rotterdam, Antwerp, and Hamburg.

The Costa Rican government affirms its dedication to maintaining secure and reliable ports through international collaboration and robust domestic coordination. The new scanners and the overall strategy represent a significant investment in national security and a commitment to disrupting the flow of illegal drugs.
