Women Double Their Reach at the Top of Global Business According to ILO Study

San José, Costa Rica — Female representation at the apex of corporate governance has reached a historical milestone, with 30.9% of global businesses now chaired by women. This figure marks more than double the level recorded in 2013, according to a landmark study released by the International Labour Organization (ILO). Based on comprehensive data collected from nearly 12,000 corporate entities across 99 nations, the findings illustrate tangible progress toward dismantling the persistent corporate glass ceiling while highlighting ongoing systemic bottlenecks.

Despite the notable rise in female board presidents, progress at the chief executive officer level remains substantially more conservative. The proportion of firms led by a female CEO rose from 23.4% to 28.2% over the same twelve-year period. This gradual progression contrasts sharply with academic trends, as higher education enrollment rates for women globally stand at 46.4%, compared to 40.3% for men. The disparity underscores a lingering disconnect between educational achievement and executive career ascension.

To analyze the legal, regulatory, and strategic dimensions surrounding female corporate leadership, TicosLand.com consulted corporate law specialist Lic. Larry Hans Arroyo Vargas from the law firm Bufete de Costa Rica.

Fostering female corporate leadership has evolved from a progressive corporate social responsibility initiative into a fundamental pillar of modern corporate governance and compliance. Companies that establish structured policies for gender equity not only align with international ESG standards and labor regulations, but also drive strategic decision-making, manage reputational risk, and enhance long-term commercial competitiveness.

As businesses increasingly navigate a dynamic economic landscape, embedding gender equity into core governance structures proves that inclusivity is not merely a progressive ideal, but a vital engine for long-term operational resilience and strategic success. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on how female leadership continues to reshape the future of sustainable corporate governance.

From a regional perspective, the Americas lead the world in female corporate board leadership, with women presiding over 35.2% of businesses. Africa follows closely at 33.2%, while European firms report a 30.6% representation rate. The Arab States and the Asia-Pacific region lag slightly behind, recording rates of 27.8% and 27.0% respectively. These figures reflect varied regional dynamics and economic policies supporting gender integration within executive boardrooms.

The report underscores a recurring structural phenomenon often described as the corporate pyramid, where female representation thins dramatically at higher decision-making tiers. While lower and middle management supervisory roles feature female participation rates near 70%, that figure declines to 56.3% in senior managerial categories. At the highest level of executive leadership, female participation drops further to 35.5%, demonstrating that structural attrition remains a formidable hurdle.

Corporate functions also showcase distinct sectoral variations in leadership distribution. Human Resources departments exhibit the highest percentage of top female executives at 63.5%, followed by Finance and Administration at 55.4%. Sales departments report a 43.7% female executive presence, while Public Relations and Communications register 43.5%. These sector-specific metrics highlight areas where organizational talent pipelines have matured more effectively.

Beyond moral imperatives, the research highlights a strong correlation between inclusive leadership and financial performance. Nearly seven out of ten surveyed businesses reported that implementation of gender diversity initiatives led to tangible improvements in their financial accounts, representing an 11.1 percentage point increase compared to 2018 survey figures. Furthermore, among companies seeing financial gains, 87.4% registered profit increases of at least 5%.

However, the report raises alarm over a growing divergence between corporate commitments and practical execution. Although nearly three-quarters of surveyed enterprises claimed to maintain internal gender equality policies, only 26.5% confirmed active implementation of concrete measures in 2025. This practical execution rate represents a sharp decline from the 37.4% recorded in 2018, primarily driven by reductions in maternity support initiatives and structured equal-pay programs.

The data clearly demonstrates that equality, beyond being a fundamental right, is a powerful driver of business sustainability and economic growth, which is why the priority now is to translate policies and commitments into concrete progress.

Broad economic indicators continue to emphasize the deep-seated nature of global labor disparities. The persistent gender pay gap reveals that women worldwide earn an average of $0.78 for every dollar earned by men, influenced by structural factors such as qualification mismatches, total working hours, and disproportionate unpaid caregiving burdens. Additionally, global employment rates reflect a substantial participation divide, standing at 72.7% for men compared to just 48.6% for women.
