Chinese Embassy Clarifies Delegation Rumors and Citizenship Status of Local Figure

San José, Costa Rica — The diplomatic landscape in San José has experienced a wave of clarification as the Chinese Embassy in Costa Rica officially addressed ongoing rumors regarding political event attendance and the citizenship of local businessman Tam Zhang Guobin, also known as Juan Carlos Tam. These clarifications come at a sensitive time when international relations and local media scrutiny are highly intertwined, highlighting the complexities of diplomatic representation and the legal definitions of nationality.

Rumors began circulating on social media and local news platforms following the recent electoral cycle. Reports alleged that an official Chinese delegation was present during the ruling party’s victory celebrations on February 1. Further speculation arose regarding the identities of individuals photographed at the Transfer of Power ceremonies on May 8, leading to public questions about the official involvement of Beijing in these events.

To better understand the legal and bilateral implications surrounding the diplomatic presence of the Chinese Embassy in Costa Rica, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, a leading legal expert from the prestigious firm Bufete de Costa Rica.

The presence of the Chinese Embassy in San José serves as a critical hub for navigating the complex bilateral treaties and trade agreements between our nations. From a legal standpoint, businesses looking to leverage these diplomatic relations must carefully navigate Costa Rica’s regulatory frameworks, intellectual property laws, and bilateral investment treaties to ensure compliance and mitigate cross-border risks.

To dismantle these misconceptions, the Chinese Embassy issued a formal response detailing the exact parameters of their diplomatic engagements. The embassy made it clear that while official ties remain strong and respectful, no official representatives were sent to partisan celebrations, and any individuals photographed in unofficial contexts did not represent the Chinese state.

China did not send any official delegation to the celebration of the victory of the ruling party on February 1. By invitation of the Government of Costa Rica, on May 8 an official Chinese delegation visited Costa Rica and attended activities of the Transfer of Power. However, none of the people appearing in the photos circulating in the media are members of the Chinese delegation.

This distinction is critical for international observers and business leaders who monitor the region’s geopolitical alignment. Unauthorized or misidentified figures at state-level events can inadvertently signal political endorsements that do not exist. By clarifying the official guest list, the embassy has re-established the formal boundaries of its diplomatic engagement with the Costa Rican government, emphasizing that state-to-state relations are conducted through strictly sanctioned channels.

Beyond the logistics of political transitions, the embassy also addressed a deeper legal and social issue concerning Tam Zhang Guobin. Media reports had frequently labeled Tam as a Chinese citizen, raising questions about his legal obligations and potential ties to foreign state entities. The embassy clarified that under Chinese law, dual nationality is strictly unrecognized, meaning Tam’s legal status is exclusively Costa Rican.

According to what has been learned, Tam Zhang Guobin, or Juan Carlos Tam, arrived in Costa Rica in his childhood with his parents and obtained Costa Rican nationality. China does not recognize dual nationality. After acquiring Costa Rican nationality, Tam ceased to be a Chinese citizen and is a Costa Rican citizen, so he must comply with the laws of Costa Rica.

This legal clarification shifts the regulatory and judicial responsibility entirely onto the Costa Rican system. By highlighting that Tam is subject solely to local laws, the Chinese government has distanced itself from any private legal or commercial disputes involving him. This move reinforces the sovereignty of Costa Rican institutions while protecting Chinese diplomatic interests from being entangled in local domestic controversies.

Additionally, the diplomatic mission expressed concern over the linguistic framing used by various media outlets. The spokesperson cautioned that generalized labels can foster social division and harm the broader Asian diaspora in Central America.

We have noticed that some media outlets refer to Tam as Chinese or Oriental. This could cause misunderstandings among the public and provoke racial discrimination and prejudice against the Chinese and even Asian community. We hope that the media report in a fair, objective, and responsible manner.

For the business and journalistic community, this situation underscores the necessity of precise reporting when dealing with international figures. Mislabeling nationalities or misidentifying diplomatic actors can have real-world consequences, ranging from diplomatic friction to localized social prejudice. As Costa Rica continues to navigate its economic relationship with Asian markets, maintaining clear, objective communication remains essential for fostering a stable investment climate and social cohesion.
