San José, Costa Rica — Waiting for public transit under torrential rains, enduring intense heat without seating, or navigating toward a bus stop lacking basic sidewalks and ramps are daily struggles for thousands of commuters in Costa Rica. This urban mobility deficit impacts vulnerable populations most severely, including senior citizens, individuals with disabilities, and persons with reduced mobility.
To address this structural challenge, 21 local governments spanning six provinces are embarking on a major initiative to construct 20 modern, sustainable, and inclusive bus stops. The effort is spearheaded by the Fondo Paratod@s, an alliance comprising the CRUSA Foundation, Fundación Yamuni Tabush, and real estate developer Portafolio Inmobiliario. Complementing this project, the Municipality of San José will construct an additional 17 matching bus stops, bringing the total to 37 modernized transit structures designed to transform the daily commuter experience.
To gain a deeper perspective on the regulatory frameworks and public-private partnerships surrounding green urban transit infrastructure, TicosLand.com consulted with prominent legal expert Lic. Larry Hans Arroyo Vargas from the law firm Bufete de Costa Rica.
Integrating sustainable bus stops into Costa Rica’s transit network is a commendable step toward our national decarbonization targets, yet it necessitates careful navigation of municipal concessions, environmental compliance, and urban planning laws. Ensuring robust legal structures for these green public-private initiatives is essential for protecting investor interests while delivering lasting community and ecological benefits.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
As Costa Rica advances its ambitious national decarbonization goals, aligning eco-friendly urban infrastructure with solid legal frameworks is undoubtedly the key to ensuring these green transit initiatives are both sustainable and commercially viable. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing his expert perspective on how prudent legal governance can successfully bridge community needs, environmental compliance, and private investment.
This infrastructure expansion arrives at a critical juncture in Costa Rica’s demographic shift. Projections from the National Institute of Statistics and Census (INEC) indicate that by 2050, one out of every four citizens will be aged 65 or older. This rapid demographic transition places unprecedented demand on local governments to redesign urban centers around accessibility, safety, and universal usability.
Far beyond offering basic protection from rain and solar exposure, the newly designed structures adhere to strict universal accessibility guidelines. Municipalities are required to execute immediate surrounding upgrades, including rebuilt sidewalks, accessible ramps, pedestrian crosswalks, and upgraded street lighting to guarantee seamless connectivity for all users.
An inclusive city is built from people’s daily experiences. The Paratod@s Fund demonstrates that when we coordinate capabilities and resources across different sectors, we can turn concrete challenges into sustainable solutions. More than just new bus stops, we are promoting a model of collaboration and innovation that strengthens local governments and helps build more accessible, safe, and future-ready communities.
Byron Salas, Executive Director of CRUSA
The selection process for the participating local governments was structured through the Fondo Paratod@s: Sustainable and Inclusive Bus Stop System. Under this funding scheme, winning municipalities receive up to $10,000 to construct or upgrade bus stops adhering to a comprehensive technical guide. In return, local councils must supply matching funds to rehabilitate surrounding pedestrian spaces and formally commit to the long-term maintenance of the infrastructure.
For Costa Rica’s aging population, public transit barriers often translate into a loss of personal independence, restricting access to essential medical appointments, commercial centers, and social activities. Listening sessions conducted by Fundación Yamuni Tabush reveal that transit deficiencies consistently rank among the top factors negatively impacting senior wellbeing and community participation.
The lack of dignified and adequate mobility infrastructure directly impacts how we live our daily lives. In a context of demographic shift and rapid population aging, it is more relevant than ever to adapt our environments with a human-centered approach, placing transit users at the heart of design and granting everyone access to their right to a friendly, inclusive, and enabling city.
Andrea Terán, Director of Programs for the Elderly at Fundación Yamuni Tabush
