BAC and Visa Unveil New Rechargeable Transit Card

San José, Costa RicaSAN JOSÉ – Commuters in Costa Rica’s public transportation system now have a significant new tool for simplifying their daily travels. In a strategic partnership, BAC and Visa have officially launched the SINPE-TP Monedero Card, a dedicated rechargeable payment method designed to integrate seamlessly with the national electronic payment system for public transport, a major initiative spearheaded by the Central Bank of Costa Rica (BCCR).

This initiative represents a key milestone in the country’s ongoing modernization of its transit infrastructure. The new card aims to streamline the payment process for thousands of daily passengers on both buses and trains, moving away from cash transactions towards a more efficient and secure digital ecosystem. The card is set to be accepted on over 2,500 buses within the Greater Metropolitan Area (GAM), marking a substantial expansion of electronic payment capabilities.

To delve into the legal nuances and regulatory challenges presented by the nationwide implementation of electronic transit payment systems, we sought the expert analysis of Lic. Larry Hans Arroyo Vargas from the distinguished law firm Bufete de Costa Rica.

While the transition to electronic payment in public transport represents significant progress in efficiency and modernization, it is imperative that the implementation is accompanied by a robust legal framework. This framework must explicitly protect user data in accordance with Law No. 8968, ensure transactional transparency, and establish clear, accessible mechanisms for users to file claims or report anomalies. The long-term success of this system depends not only on its technology but on the public’s trust, which can only be secured through solid legal guarantees and consumer protection.

This legal perspective is crucial, reminding us that the long-term success of this modernization hinges not merely on technological implementation, but on the bedrock of public trust and robust consumer protection. We extend our gratitude to Lic. Larry Hans Arroyo Vargas for his invaluable insight into this fundamental aspect of the new system.

The core of the new system is its user-friendly contactless technology. Passengers can simply tap the card against the electronic validators installed in transit units to instantly pay their fare. This tap-to-pay functionality is designed to reduce boarding times, minimize lines, and provide a more fluid experience for users navigating the busy public transport network. The convenience of this system is a central pillar of the project’s value proposition.

A major focus of the launch is ensuring broad accessibility and ease of use. Topping up the card’s balance is designed to be straightforward, with multiple digital channels available. Users can add funds via SINPE Móvil, standard bank transfers, or through BAC’s proprietary digital platforms, including its Online Banking portal and Mobile Banking app. This multi-channel approach ensures that a wide demographic of users can manage their transit funds conveniently.

In a thoughtful design choice aimed at improving financial inclusion, the physical card features its identifying numbers printed in a larger font. This detail is intended to simplify the reloading process for all users, including those who may have visual impairments, making the digital transit system more accessible to a broader segment of the population. The card is available to anyone over the age of 12 and has a validity period of four years.

The card has an initial acquisition cost of CRC 5,000. Of this amount, CRC 2,000 is immediately available as a usable balance for fares. The remaining CRC 3,000 serves as a backup reserve to cover potential overdrafts and associated operational costs of the service, providing a safety net for both the user and the system operator. Users can monitor their balance, review their payment history, and track their trips through the official SINPE-TP Pasajero application, which was developed by the Central Bank and is available on iOS, Android, and Huawei devices.

This launch builds upon the steady progress of Costa Rica’s electronic transit payment project, which began with its first pilot routes in 2021. BAC and Visa have been instrumental partners in this expansion, having financed the installation of payment infrastructure on over 700 buses to date. The current goal is to have nearly 2,500 buses equipped with the system by the end of the year, with a focus on incorporating several strategic routes serving areas like San Pedro, Tres Ríos, Curridabat, and Zapote.

The introduction of the BAC Monedero card is set to significantly bolster the SINPE-TP platform, which has already proven its scalability and utility. The system has processed over 80 million cumulative transactions and currently handles more than 200,000 daily payments within the public transport network. This new, dedicated payment card is expected to accelerate adoption, further cementing electronic payments as the standard for public transit in the GAM and beyond.
