Central American Development Bank Fortifies Balance Sheet with Capital Expansion and Credit Upgrades

San José, Costa Rica — The Central American Bank for Economic Integration (BCIE) has achieved a major financial milestone by securing nine positive credit rating actions from leading global agencies, placing the multilateral institution solidly in the prestigious AA investment category. Under the executive leadership of Bank President Gisela Sánchez, the development bank has successfully expanded its capital base from $7 billion to $10 billion while simultaneously executing cost-cutting measures to improve efficiency.

The upgraded ratings come from key international credit rating institutions, including S&P Global Ratings, Fitch Ratings, Moody’s Investors Service, and the Japan Credit Rating Agency (JCR). S&P and JCR currently assign BCIE an AA+ rating with a stable outlook, while Moody’s grants a Aa2 rating with a positive outlook. Meanwhile, Fitch Ratings elevated the bank’s rating to AA with a positive outlook, representing a two-notch increase compared to its previous evaluation in 2019.

To analyze the legal and economic ramifications of the recent Central American Bank for Economic Integration (BCIE) credit rating upgrade, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a legal expert from Bufete de Costa Rica.

“The upgrade in BCIE’s credit rating is a strong vote of confidence in its institutional legal framework and risk management policies. From a regional perspective, a higher rating significantly reduces capital costs for the bank, enabling more competitive financing terms for key infrastructure and public sector projects across Costa Rica and Central America.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

As Central America works to strengthen its public infrastructure, these reduced borrowing costs will undoubtedly serve as a crucial catalyst for regional development and economic resilience. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on this significant financial milestone for Costa Rica and its neighbors.

We are very pleased to have already received nine positive actions on our credit ratings. In some of these cases, they have granted us a rating upgrade with a positive outlook, which is also an incentive for us to continue improving.
Gisela Sánchez, President of the Central American Bank for Economic Integration

Financial analysts at S&P Global Ratings highlighted the bank’s overall solvency, strong capital adequacy, and strategic portfolio diversification. Addressing historical operational trends, Sánchez noted that internal administrative expenditures had previously climbed by over 80 percent. However, ongoing structural reforms have successfully reversed this trajectory, reducing operational expenses by roughly 18 percent even as the overall loan portfolio expanded.

Demonstrating that the Bank can work with excellence, even exceed the goals we have set for ourselves, and at the same time be efficient with financial resources.
Gisela Sánchez, President of the Central American Bank for Economic Integration

To further fortify its financial foundation, BCIE implemented administrative excellence initiatives, institutional modernization, and revamped procurement processes for both internal operations and regional projects. Institutional risk management has been enhanced through credit exposure swaps executed with counterpart multilateral lenders. BCIE has already completed over $2 billion in exposure exchanges with CAF – Development Bank of Latin America and the Caribbean as well as FONPLATA – Development Bank, with further risk-sharing operations currently in development.

In global capital markets, BCIE maintains an active and diversified borrowing footprint, issuing debt across 30 different currencies and 26 international markets. This broad strategy reduces reliance on any single investor demographic and draws capital from central banks and institutional investors across Asia, Europe, and Latin America. The lower borrowing costs derived from high credit ratings directly translate into more competitive financing rates for BCIE’s 12 member countries.

Looking ahead, BCIE is expanding its horizons to attract new highly-rated member countries to join the institution. Over her remaining tenure, Sánchez intends to collaborate closely with finance ministers and heads of state across the Central American Integration System (SICA) to establish a comprehensive regional development vision through 2040, targeting key socioeconomic goals such as poverty reduction and economic equity.
