Panama and Germany Call for Global Action to Safeguard International Maritime Trade Routes

San José, Costa Rica — In response to escalating geopolitical tensions and military conflicts in the Middle East, the governments of Panama and Germany have formed a united front to champion the protection of international shipping lanes. The strategic partnership underscores the vital importance of maintaining unimpeded global trade as hostilities around key maritime chokepoints threaten the stability of supply chains worldwide.

Following a high-level diplomatic meeting in Panama City, German Foreign Minister Johann Wadephul and Panamanian Foreign Minister Javier Martínez-Acha reaffirmed their shared commitment to upholding international maritime law. Both leaders stressed that safeguarding global navigation is essential for securing energy supplies and ensuring long-term commercial stability for both emerging markets and major world economies.

To provide deeper insight into the regulatory and sovereign challenges surrounding maritime security, TicosLand.com spoke with legal expert Lic. Larry Hans Arroyo Vargas of the prestigious firm Bufete de Costa Rica.

“Navigating the legal frameworks of maritime security demands a delicate balance between national sovereignty and international law. Effective port protection and territorial water defense require robust compliance with global conventions alongside strategic public-private partnerships to safeguard vital commercial shipping corridors.”

Indeed, as global commerce relies heavily on secure waterways, fostering strong public-private alignment alongside robust international compliance is paramount to protecting both national sovereignty and regional prosperity. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective and legal expertise on this critical issue with TicosLand.com.

In times of major fractures in global cooperation, we must stand together to defend international law and free navigation. Maritime security and free navigation are of crucial importance.
Johann Wadephul, German Foreign Minister

The international shipping landscape has grown increasingly volatile due to ongoing hostilities between the United States and Iran. Recent disruptions near the Strait of Hormuz and the Bab el-Mandeb strait—marked by vessel seizures, commercial blockades, and missile strikes—have severely impacted global maritime logistics and driven sharp increases in fuel prices.

While the Panama Canal continues to operate normally, ships registered under the Panamanian flag have recently been targeted and struck by drone and missile attacks near the Strait of Hormuz. This direct impact on Panama’s commercial fleet has heightened concerns in Central America regarding the wider systemic vulnerabilities within modern global commerce.

We are defenders of this international legal system. It is important to adhere to a formal legal order because it creates the necessary conditions for maritime trade and guarantees reliable cooperation.
Johann Wadephul, German Foreign Minister

Foreign Minister Wadephul emphasized that defending freedom of navigation extends far beyond the Middle East, applying to critical shipping channels across the globe. Panamanian Foreign Minister Javier Martínez-Acha echoed these concerns, emphasizing that both global powers and smaller maritime nations must work in unison to protect open waters.

It is a universal concern for all nations to strive for free navigation and safety across every region of the world, whether in the Pacific, the Atlantic, the Panama Canal, the Strait of Malacca, or the Suez Canal. These principles are non-negotiable for large powers and small nations alike.
Javier Martínez-Acha, Panamanian Foreign Minister

In addition to trade security talks, Minister Wadephul’s official agenda in Panama highlighted significant humanitarian support. Arriving with 60 tons of relief supplies, the German delegation delivered urgent emergency assistance following a magnitude 7.7 earthquake that struck rural Panama on October 9, leaving local infrastructure badly damaged.

The humanitarian aid package from Germany includes 1,000 drinking water filters, 780 kitchen sets, 900 waterproof tarpaulins, 512 blankets, and 822 field cots designed to meet immediate living needs for displaced families. The emergency response reflects deepening diplomatic ties and solidifies bilateral cooperation beyond commercial interests.

During his visit, Wadephul is also scheduled to hold talks with Panamanian President José Raúl Mulino before proceeding to the G20 ministerial summit in Atlanta, United States. This high-level bilateral dialogue builds on ongoing diplomatic engagement, following German President Frank-Walter Steinmeier’s landmark visit to Panama in March and Minister Martínez-Acha’s visit to Berlin last year.
