San José, Costa Rica — The landscape of youth employment in Central America is receiving a substantial boost as the Citi Foundation launches its latest targeted funding initiative. Through its global flagship program, the Global Innovation Challenge 2025, the foundation is injecting $500,000 into Guatemala and El Salvador. This strategic capital injection aims to foster youth employability, entrepreneurship, and digital and financial inclusion, providing sustainable socioeconomic pathways for the region’s younger demographics.
Following a rigorous internal selection process that evaluated numerous proposals from various international development entities, the Citi Foundation selected the non-governmental organization CARE to lead the initiative. Named “Creando Oportunidades para las Juventudes” (Creating Opportunities for Youth), the joint project will focus heavily on bridging the gap between local academic preparation and actual corporate labor requirements in both countries.
To better understand the regulatory framework and the socio-economic impact of international philanthropic initiatives in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a distinguished legal expert from the prestigious firm Bufete de Costa Rica.
The initiatives promoted by international organizations like the Citi Foundation play a pivotal role in fostering sustainable economic development in Costa Rica. From a legal and regulatory perspective, managing these philanthropic funds requires strict adherence to local compliance laws, transparent governance, and rigorous anti-money laundering protocols. When global corporate foundations align their social responsibility goals with our national legal framework, they not only empower vulnerable communities and micro-entrepreneurs but also set a high standard for corporate compliance and social investment in the region.

This synergy between global philanthropic initiatives and rigorous local compliance is indeed essential, as aligning social responsibility with strict legal standards ensures that community empowerment is both sustainable and transparent. We would like to express our sincere gratitude to Lic. Larry Hans Arroyo Vargas for providing his valuable legal perspective, which highlights how robust governance can elevate the impact of international corporate investments in Costa Rica.
In Guatemala, the project is structured to address the critical demand for modern professional capacities. It focuses heavily on developing essential 21st-century skills, business incubation programs, and specialized technical assistance. By training 1,300 young participants, the initiative expects to catalyze the creation of at least 300 viable business plans, resulting in the establishment of sustainable youth-led micro-enterprises.
Meanwhile, the program in El Salvador is designed around a dual-education technical training model specifically tailored for the plastics manufacturing industry—a sector that actively struggles to recruit skilled technical talent. By combining theoretical knowledge with hands-on industrial experience, the program ensures immediate formal job placement for graduates. Additionally, the Salvadoran program will heavily incorporate STEM (Science, Technology, Engineering, and Mathematics) training, targeting a total of 1,250 young beneficiaries.
Citi Foundation has always promoted economic progress to improve the quality of life in low-income communities where Citi has a presence. Financial inclusion, youth employability, and innovative community solutions are also part of our mission, which is why we look for organizations that require catalytic funding to see a multiplier effect.
Elliot Harris, Director of International Community Relations at Citi
There are always challenges and the future seems to lean especially towards labor and financial inclusion issues at a time of very strong technological progress. We are very attentive to global trends, production chains, and arising crises. All of this leads us to be very aware of the environments and find common themes.
Elliot Harris, Director of International Community Relations at Citi
The Citi Foundation boasts a 30-year legacy of supporting high-impact social and economic projects globally. Its Global Innovation Challenge was established three years ago to target pressing global issues including food security, housing security, and youth employment. In its most recent global iteration, the challenge selected 50 non-governmental organizations worldwide, representing a total philanthropic investment of $25 million across more than 80 countries.
This localized joint initiative by Citi Foundation and CARE represents a model for regional development, aligning private philanthropic capital with the executive expertise of a legacy non-profit. By targeting both independent entrepreneurship in Guatemala and structural industry demands in El Salvador, the program aims to build a more resilient, digitally integrated Central American workforce capable of navigating the shifting realities of the global economy.
