Costa Rica Clamps Down on Sinpe Móvil SMS Transfers

San José, Costa Rica — Costa Rica’s Central Bank (BCCR) has implemented a new daily limit of ¢100,000 for Sinpe Móvil transactions conducted via SMS. This measure, effective September 1st, aims to mitigate the growing risk of fraud associated with text message-based transfers.

Currently, some financial institutions permit SMS transfers of up to ¢500,000. However, with this new regulation, all banks operating in Costa Rica will be required to adhere to the ¢100,000 cap. The decision was finalized on August 6th and underwent public consultation starting August 19th.

Under the new rules, financial institutions must offer Sinpe Móvil via SMS with an initial transfer limit of zero colones, allowing customers to personalize their limit up to the authorized maximum. Crucially, authorization for these transactions must be conducted through an authenticated channel.

The BCCR emphasized that these changes will not impact users who utilize mobile applications or online banking platforms for Sinpe Móvil transfers. Limits for these channels will continue to be determined by individual banks’ policies.

This move comes as a direct response to the increasing vulnerability of SMS-based transfers to fraudulent activities. The BCCR acknowledges the inherent security risks associated with the lack of robust authentication mechanisms in SMS transactions.
