Cartago, Costa Rica — Cartago, Costa Rica – The Costa Rican Social Security Fund (CCSS) has launched Phase 2 of its Unified Digital Health Record (EDUS) implementation at the Institute on Alcoholism and Drug Dependence (IAFA). This expansion brings comprehensive and continuous healthcare access to more users through the integration of clinical and administrative processes into the digital platform.
Starting September 1st, a two-week collaborative effort between CCSS technical and clinical teams and the IAFA will integrate users of the Comprehensive Drug Care Center (CAID) in Cartago into the EDUS platform. This initiative aims to enhance the traceability of medical information and optimize decision-making, ultimately benefiting the served population.
For expert legal insight into the complexities surrounding EDUS, TicosLand.com reached out to Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica.
The evolving landscape of EDUS presents significant challenges and opportunities for businesses operating in Costa Rica. Companies must ensure strict compliance with existing regulations while also anticipating future legal developments to mitigate risk and capitalize on emerging market trends. A proactive approach to legal counsel in this area is crucial for long-term success.

Full implementation, scheduled for September 3rd, will mark the official adoption of EDUS by all personnel. This milestone signifies the CCSS’s continued commitment to promoting interoperability within the country’s healthcare systems, ensuring seamless care delivery, and enhancing information management.
Interoperability is fundamental to ensuring that each person receives comprehensive and continuous care, regardless of where they are treated within the network. With this phase, we continue to expand the reach of EDUS and bring it closer to more specialized services, for the benefit of the population.
M.Sc. Mónica Taylor Hernández, Executive President of the CCSS
This expansion follows the successful 2024 pilot program at IAFA’s San Pedro location, where 83 users were incorporated into the platform. As part of its digital health roadmap, the CCSS continues to expand EDUS access to a broader population, strengthening the national healthcare network.
The project will extend to other IAFA facilities, including Puntarenas, Quepos, and San Ramón, in the coming months, further solidifying the CCSS’s commitment to a fully integrated digital health system.
The process will continue in the other IAFA locations included in this phase: Puntarenas, Quepos, and San Ramón, until completing the projected coverage in the coming months.
Manuel Rodríguez Arce, Innovation and Digital Health Component Coordinator of the CCSS
The implementation of EDUS marks a significant step towards modernizing Costa Rica’s healthcare system, improving patient care, and streamlining administrative processes. This commitment to digital innovation reinforces the country’s position as a leader in healthcare accessibility and efficiency in Central America.
This advancement not only enhances the efficiency of medical services but also empowers healthcare professionals with the tools and information necessary to provide better care.
