The new platform, developed by the State Phytosanitary Service (SFE), aims to replace outdated paper-based processes with a secure, real-time digital framework, dramatically enhancing the traceability and oversight of the country’s most hazardous pesticides.
The Ministry of Agriculture and Livestock (MAG) detailed a phased rollout for the new policy. A transitional period, during which both physical and digital prescriptions will be accepted, is scheduled to begin on April 17, 2026. By July 21, 2026, the digital format will become the sole legally recognized method for prescribing and selling these controlled agricultural inputs, marking a fundamental shift in how these substances are managed from sale to application.

This initiative represents a structural change designed to close critical gaps in the current system. For decades, regulators have relied on physical forms, a method prone to delays, data entry errors, and difficulties in aggregating information for effective national oversight. The new digital system will provide an immediate and comprehensive database, capturing key information such as the producer’s identity, the specific crop, farm location, prescribed dosage, and other vital technical recommendations.
The platform is designed to provide authorities with unprecedented visibility into the use of high-risk pesticides. Key objectives include identifying in real-time who is purchasing these chemicals, which will inform quicker and more targeted decision-making. Furthermore, it will allow officials from the SFE, the Ministry of Health, and the Ministry of Environment to pinpoint which producers may require additional support and guidance to ensure the correct and safe application of these products, safeguarding both human health and delicate ecosystems.
The digital prescription system is fully integrated with the digital agricultural file. We will be able to support producers in the correct application of these products, fight against smuggling, and, something very valuable, have for the first time information on what products our producers are using. It is a concrete advance in the modernization of the Costa Rican agricultural sector.

A major benefit highlighted by officials is the system’s potential to combat the illicit trade of agrochemicals. By creating a closed-loop digital record from prescription to sale, the platform will make it significantly harder for smuggled or counterfeit products to enter the legitimate supply chain. This not only protects farmers from ineffective or dangerous products but also helps ensure that all chemicals used in the country meet national safety and environmental standards.
For agricultural producers, the transition requires one simple but crucial step: ensuring their farm and production unit records are fully updated within the MAG’s system. The digital prescription platform is integrated with the national digital agricultural file, using identity validation mechanisms to guarantee that only authorized professionals can issue prescriptions to registered farmers for their specific, registered properties. This integration is expected to create a more transparent and agile process for all parties involved.
This policy is a cornerstone of Costa Rica’s broader push toward digitalizing its agricultural economy. By leveraging technology, the nation aims to build a more resilient and modern production model.
