During the announcement, President Chaves framed the inability to speak English as a deep-seated social divide that has long separated Costa Ricans into two distinct groups based on economic privilege. He argued that this division was not an accident but a product of systemic failures in the public education system.
Knowing or not knowing English has been a wall that has divided our society: those who have opportunities and could mostly attend high-cost private schools; those who had that blessing and those who were left out, watching how learning English from public education has not been a real, achievable goal.
