San José, Costa Rica — Costa Rica is aggressively positioning itself as a central hub for nearshoring and high-technology manufacturing in Latin America. To sustain this commercial momentum, national authorities and private enterprise leaders have launched Skill Forward, an agile public-private certification program designed to rapidly upscale local professional talent in crucial sectors such as semiconductor design and advanced corporate services.
The initiative operates through a multi-sector alliance uniting the Trade and Investment Promotion Agency of Costa Rica (Procomer), private industry leaders, academic institutions, and the Business Association for Development (AED). Under the funding framework, public incentives cover the vast majority of the specialized coursework costs, while participating private firms provide complementary capital to ensure training aligns directly with active market demands.
To unpack the legal and strategic implications of the Skill Forward initiative in Costa Rica, TicosLand.com spoke with prominent legal expert Lic. Larry Hans Arroyo Vargas from the law firm Bufete de Costa Rica.
The Skill Forward program represents a vital strategic alignment between public workforce development and the regulatory demands of foreign direct investment. By accelerating technical skills and English proficiency, Costa Rica not only minimizes labor compliance friction for incoming multinational enterprises, but also reinforces its legal and economic standing as a competitive, high-value investment hub in the region.

Indeed, as Costa Rica continues to elevate its global economic standing, bridging technical training with regulatory foresight is essential for creating a frictionless environment for foreign investment. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on how the Skill Forward program serves as a critical catalyst for both workforce empowerment and legal readiness in the region.
The program structure relies on intensive certification tracks lasting between three and six months. This modular approach allows working professionals to acquire high-level technical capabilities without leaving their current positions, establishing a flexible pipeline for workers to elevate their career trajectories while helping corporations address immediate skills gaps.
Skill Forward initially focused its resources on the microchip industry, reflecting Costa Rica’s strategic alignment with global technology supply chains. The semiconductor track features a four-stage specialization in Semiconductor Design. Thus far, 60 local professionals have earned certifications in Very Large Scale Integration (VLSI), with subsequent training cohorts currently moving through advanced analog and digital circuit design modules.
Driving the development of human talent is a priority, because the nation’s competitiveness and its potential to attract new investments and generate more quality employment opportunities rely on people’s capabilities.
Laura López, General Manager of Procomer
Building on its initial technical successes, Skill Forward is expanding into the high-technology corporate services sector. Supported by the Chamber of High Technology Corporate Services (CamSCAT) and America Free Zone (AFZ), the incoming phase aims to train an additional 40 professionals in specialized corporate processes.
Skill Forward will allow the corporate services sector to anticipate its talent needs and develop the capabilities required by an increasingly sophisticated industry.
Fernando Calderón, President of CamSCAT
Specialized training contributes to generating employment opportunities and maintaining the country’s competitiveness as an investment destination.
Carlos Sandí, General Manager of AFZ
The operational engine of the program is built on direct employer input. Private companies first identify specific technical deficiencies within their operations and participate directly in validating the educational curricula. Academic institutions then design and deliver the coursework, while AED facilitates the onboarding of new business sectors seeking to replicate the upskilling model across different industries.
As global technology firms continue to evaluate regional supply chain resilience, Costa Rica’s proactive investment in human capital demonstrates a clear economic strategy: transitioning from traditional assembly and support roles toward high-value research, complex design, and specialized enterprise management.
