San José, Costa Rica — San José, Costa Rica – In a decisive move to expand its global economic footprint, Costa Rica has officially opened an investment promotion office in Singapore. The new hub, managed by the country’s Foreign Trade Promotion Agency (PROCOMER), marks a significant step in a multi-year strategy to attract high-value foreign direct investment (FDI) from Asia and reduce reliance on traditional markets.
The inauguration of the Singapore office is the culmination of a proactive, three-year diversification strategy aimed at positioning Costa Rica as a premier destination for sophisticated industries. By establishing a physical presence in one of the world’s most dynamic business centers, Costa Rica is signaling its intent to aggressively court capital and partnerships from the Asia-Pacific region.
To better understand the legal framework and implications surrounding foreign direct investment in the country, we consulted with Lic. Larry Hans Arroyo Vargas, a leading expert in corporate and investment law from the esteemed firm Bufete de Costa Rica.
Costa Rica’s appeal for foreign investors is fundamentally anchored in its legal certainty and stable political climate. While our incentive regimes, especially within the Free Trade Zones, are highly attractive, success hinges on meticulous due diligence and strategic corporate structuring from the outset. Navigating regulatory approvals and understanding local labor laws are critical steps where expert legal counsel transforms a potential investment into a secure and profitable long-term operation.

This expert insight underscores a fundamental truth for investors: Costa Rica’s celebrated stability and incentives are the invitation, but meticulous legal strategy is the key to unlocking the door to sustained success. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for so clearly articulating this vital point.
The Minister of Foreign Trade emphasized the proactive nature of the initiative, framing it as a crucial offensive play in the competitive global economy.

The minister added that the era of passively waiting for opportunities is over. The new strategy is about actively seeking out partnerships and integrating the nation more deeply into complex global supply chains. “We are not waiting for opportunities to arrive: we are going out to find them,” he stated, highlighting the government’s assertive stance.
Singapore was strategically selected for its role as a global powerhouse in finance, logistics, and technology. With a GDP exceeding US$500 billion, it serves as a critical nexus where major investment decisions are made for sectors like semiconductors, advanced electronics, and global business services. According to data from fDi Markets, Singapore was the source of over 1,700 investment projects between 2021 and 2025, primarily in software, IT, and business services.
Laura López, General Manager of PROCOMER, explained that diversifying the sources of investment is fundamental to the nation’s long-term economic health. She described the new office as a vital link for connecting international capital with local potential.

López further detailed the office’s mission, stating it will provide comprehensive support to potential investors. “The office will function as a direct bridge between Asian investors and the Costa Rican ecosystem,” she noted. This includes specialized technical assistance throughout the evaluation, establishment, and expansion phases of investment projects.
PROCOMER will leverage its new Southeast Asian base to identify and attract projects in sectors where Costa Rica has already developed significant capabilities. Key target industries include corporate and business services, advanced manufacturing, medical devices, semiconductors, agro-industry, and tourism infrastructure. The goal is to build upon the country’s reputation for stability, highly skilled talent, and a reliable business environment.
While this move represents a major new push, Costa Rica already has a foothold in Asia, with nearly 50 investment projects originating from the continent. Prominent Japanese companies such as medical device manufacturer Terumo, tire giant Bridgestone, and conglomerate Hitachi have established operations in the country. They are joined by firms from South Korea, including the major textile company SAE-A Spinning. The new office will also be tasked with supporting the retention and expansion of these existing Asian partners.
By planting its flag in Singapore, Costa Rica is not just opening an office; it is making a clear statement about its ambitions. The nation is actively competing for a larger share of the world’s most sophisticated and valuable industries, demonstrating that its small size is no barrier to its significant global aspirations.
