This critical consensus ensures the protection and strengthening of the century-old educational institution while clearing the path for the ambitious Ciudad Gobierno (Government City) administrative complex to proceed.
The high-stakes negotiation took place at Casa Presidencial in San José, bringing together top-tier officials from the Ministry of Public Education (MEP), the Ministry of National Planning and Economic Policy (Mideplan), the Ministry of Housing and Human Settlements (MIVAH), and the Ministry of Public Works and Transportation (MOPT). Representatives from the Central American Bank for Economic Integration (CABEI), the administration and student government of the Liceo de Costa Rica, and Legislative Deputy Juan Manuel Quesada also participated in the session to finalize the spatial and legal boundaries of the projects.

State authorities formally clarified that the development of Ciudad Gobierno will not encroach upon the active physical footprint of the Liceo de Costa Rica, completely ruling out any possibility of relocation or eviction. The two core properties where classrooms, administrative buildings, the school museum, the gymnasium, and the swimming pool are located will remain strictly and exclusively dedicated to public education. Together, these protected educational grounds cover a total area of 17,378 square meters.
To provide ironclad legal security, the negotiating parties agreed to introduce a specific amendment to legislative file 25.725. This legal adjustment will precisely delineate the boundaries of the land designated for Ciudad Gobierno. Under the newly defined terms, only property registration number 1-45513-000, situated in the southern sector and physically isolated from the school facilities, will be integrated into the state office complex, leaving the historic campus entirely untouched.
This meeting allowed us to address a legitimate concern of the students and the entire educational community. The facilities of the Liceo de Costa Rica will not be affected. The Ministry will guarantee the necessary resources for its operation and will continue to invest in its infrastructure. Ciudad Gobierno can move forward and the Liceo can emerge strengthened from this process.

Alongside spatial guarantees, the Ministry of Public Education reaffirmed its commitment to maintaining the school’s operational budget through timely transfers to the administrative board. Specifically, during October 2026, the ministry authorized an immediate investment of ₡152.7 million to fund structural interventions on the school’s roofs, historic wooden floors, lighting systems, paint, window fittings, and water networks, as well as heating systems for the swimming pool and emergency exits.
A second phase of infrastructure upgrades is scheduled for authorization in November 2026. This subsequent round of funding will cover maintenance for the campus elevator, fire detection systems, reserve water tanks, security cameras, climate control for the museum, and acoustic equipment for the gymnasium. These extensive renovations are designed to prepare the campus to host various events during the upcoming 2027 National Games.
From a macroeconomic perspective, the Ciudad Gobierno project represents a strategic shift in how Costa Rica manages its public administration. By consolidating multiple state ministries and agencies into centralized, state-owned buildings, the government expects to drastically reduce the massive financial resources currently spent on renting commercial office space in the private sector. Furthermore, the development is projected to revitalize the southern transit corridor of San José, driving urban renewal, boosting local businesses, and improving public spaces surrounding the historic high school.
This meeting allowed us to clarify existing concerns and, above all, reaffirm that the Ciudad Gobierno project can move forward hand in hand with the strengthening of the Liceo de Costa Rica. We have been clear that the facilities where the educational service is currently provided will not be affected and that there is a commitment to continue addressing the needs of this institution. Ciudad Gobierno is a strategic project for the country, which will allow for a more efficient use of public resources, improve service to citizens, and contribute to the modernization of the State.

Legislative leaders have also pledged to fast-track the boundary adjustments in congress to avoid bureaucratic delays. Through the Commission of Government and Administration, the legislature will ensure that the legal framework of the bill reflects the precise physical boundaries agreed upon during the Casa Presidencial meetings.
We will promote the modification of the legislative text so that Ciudad Gobierno includes only the property designated for that purpose and the educational facilities of the Liceo de Costa Rica remain fully protected.
