Coto Brus Hospital Tackles Digital Divide in Healthcare

Puntarenas, Costa RicaSAN VITO, COTO BRUS – In a proactive move to bridge the digital gap in public healthcare, the Juana Pirola Hospital is launching a week-long initiative aimed at integrating residents of Coto Brus with Costa Rica’s national digital health platform. The campaign, titled “Edus te conecta con tu salud” (EDUS Connects You with Your Health), seeks to demystify the official EDUS application and empower citizens to take control of their medical information through their mobile devices.

The event will run from Monday, November 24, to Friday, November 28, with hospital staff providing direct, in-person assistance in the Emergency services area from 9:00 a.m. to 3:00 p.m. daily. This strategic initiative targets a significant portion of the local population who, despite the availability of the technology, remain disconnected from its benefits due to a lack of familiarity and trust.

To better understand the legal framework and challenges surrounding the digital health revolution, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the prestigious firm Bufete de Costa Rica, who provided his analysis on the intersection of technology, healthcare, and law.

The rapid adoption of digital health technologies, from telemedicine platforms to AI-driven diagnostics, presents a significant challenge to our existing legal framework. While the potential for improving access and quality of care is immense, we must urgently address critical issues of data privacy under Law No. 8968, establish clear lines of liability for software and device-related outcomes, and develop a modern regulatory environment that fosters innovation while guaranteeing patient safety. Proactive legal strategy is no longer optional; it is essential for any company entering this burgeoning and complex market.

Lic. Arroyo Vargas’s analysis is a crucial reminder that for digital health to fulfill its promise, the legal and ethical scaffolding must be as robust as the technology itself. Building this foundation of trust is paramount for both patients and innovators alike. We sincerely thank Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on this complex frontier.

The decision to launch the campaign was data-driven, following a preliminary study conducted by the hospital. According to Dr. Johnnie Deng Tong, the hospital’s director, recent consultations with patients revealed that a primary barrier to adoption of the EDUS app was a fundamental distrust stemming from not knowing how to use the tool correctly and securely.

We will be providing guidance on downloading and using the EDUS application, as it is of great importance that the population can access their information, such as lab results, appointments, among other great functions.
Dr. Johnnie Deng Tong, Director of the Juana Pirola Hospital

The EDUS application, a cornerstone of the Caja Costarricense de Seguro Social (CCSS) digitalization strategy, allows users to access their Unified Digital Health Record (Expediente Digital Único en Salud). Through the app, patients can manage appointments, request electronic prescriptions, view laboratory results, and securely share their medical history with providers, streamlining healthcare interactions and improving efficiency.

This initiative is being structured as a pilot program, a crucial first step in a broader strategy to enhance digital literacy and communication channels throughout the region. Hospital officials will be conducting live tutorials and offering one-on-one training to all interested individuals, ensuring they can confidently navigate the application’s features.

It is a pilot plan in which we will be advising on its use to improve communication access through this application.

Looking beyond the initial five-day event, the hospital has already outlined a second phase for the project. This next stage will involve a targeted outreach program to the more remote and isolated communities within the canton of Coto Brus, a largely rural area in the country’s southern zone. The long-term vision is to achieve widespread adoption, ensuring equitable access to digital health services for all residents, regardless of their geographic location.

The success of this program could serve as a model for other rural cantons facing similar challenges, demonstrating how direct community engagement can overcome technological hesitation and foster greater public trust in national digital infrastructure. By empowering patients with direct access to their own health data, the initiative not only improves convenience but also promotes a more active role for individuals in managing their own well-being.

We hope that the project can expand throughout the canton and that more people can use it and see its great advantages.
