By Heredia, Costa Rica — In a major step toward modernizing its urban landscape, the city of Heredia has officially inaugurated seven state-of-the-art, fully accessible bus stops designed to drastically improve the daily commute for approximately 65,000 transit users. This infrastructure upgrade represents a significant shift toward inclusive public spaces in Costa Rica, targeting systemic mobility barriers that have long impacted vulnerable populations, particularly senior citizens and people with physical disabilities.
Titled “Rutas Heredianas: Caminos Accesibles y Sostenibles” (Heredian Routes: Accessible and Sustainable Paths), the comprehensive project is not merely about erecting shelters. Instead, it introduces a holistic approach to urban mobility, combining universal accessibility design standards with sustainable materials. The new bus stops are engineered to provide a safer, more dignified, and comfortable waiting environment, shielding passengers from Costa Rica’s intense tropical weather elements while ensuring easy boarding.

Indeed, as Heredia continues to grow, striking this delicate balance between administrative compliance and high-quality public service is paramount for creating a truly sustainable and inclusive urban transit network. Beyond the physical bus shelters, the development features extensive civil works to ensure seamless pedestrian connectivity. Contractors installed more than 850 square meters of complete sidewalks, 730 square meters of highly accessible pedestrian corridors, and 800 linear meters of curbs and gutters. Additionally, the project prioritized regional road safety by enhancing traffic signaling and rehabilitating adjacent municipal roadways, creating a unified and safe transit corridor.
The strategic placement of these seven upgraded stops ensures wide coverage across key community hubs in Heredia. The installations are positioned on Avenida 3 behind the Liceo de Heredia gym, Calle B in front of the Los Lagos Community Hall, Calle Los Sauces in Guararí, and near the eastern side of Pizza Hut at the Manuel María Gutiérrez Park. Commuters will also find the new facilities in Mercedes in front of the Buena Fortuna Supermarket, in La Aurora opposite the Municipal Gym, and at the Santa Cecilia Sports Complex.
What sets this project apart is its deeply collaborative, bottom-up design methodology. Prior to breaking ground, local authorities held exhaustive consultation sessions involving over 80 senior citizens and individuals with disabilities. Their lived experiences and daily challenges directly shaped the structural features of the new shelters, ensuring that the final designs successfully address real-world accessibility issues rather than theoretical models.[COMMENTARY]
Executing this multi-faceted initiative required a robust coalition of public and private sector funding. The total investment for the project reached $604,418. The Municipality of Heredia served as the primary financial driver, contributing $504,418. This municipal budget was augmented by a generous $100,000 grant from the CRUSA Foundation (Fundación CRUSA) and $26,000 from the Yamuni Tabush Foundation. On the technical side, the highly regarded Fundación Arquitectura Solidaria provided specialized construction supervision and guidance.
This project reflects our commitment to a more inclusive, accessible, and humane Heredia. Thanks to the participation of more than 80 older adults and people with disabilities, we managed to design solutions that respond to real community needs.

Looking ahead, the collaborators plan to leverage this success to inspire similar infrastructure overhauls across Costa Rica. As part of the initiative, a comprehensive technical manual detailing the design and engineering specifications of these inclusive bus stops is being compiled. This blueprint will be distributed to other local governments nationwide, facilitating the reproduction of this accessible model. Ultimately, the project coordinators have set a goal to achieve at least an 80% user satisfaction rate, establishing a new standard for Costa Rican public transportation.
