The loan, provided by the Central American Bank for Economic Integration (CABEI), is poised to fund a transformative overhaul of a corridor that has become a daily source of frustration for hundreds of thousands of commuters. The project’s advancement comes just two weeks after President-elect Laura Fernández made a direct appeal to lawmakers, urging them to prioritize the financing and break years of gridlock that have stalled progress on the vital artery.

For decades, the route connecting the capital with the western city of San Ramón has been plagued by severe congestion, impacting the quality of life for residents and creating logistical challenges for businesses. This project represents the most significant effort to date to address the issue, promising a sweeping modernization that will benefit more than half a million Costa Ricans directly and enhance national connectivity for commerce and tourism.

The scope of the proposed works is extensive. The plan includes the expansion of over 55 kilometers of highway to include additional lanes, which will drastically increase capacity. Furthermore, it involves the modernization or construction of 16 strategic interchanges at key points such as the Juan Pablo II bridge, Castella, Cariari, Firestone, and near the Intel campus. These upgrades are designed to streamline the flow of traffic at critical entry and exit points.
In addition to the main highway expansion, the financing covers several complementary works essential for the region’s development. This includes the construction of a new 4.45-kilometer radial road in Río Segundo de Alajuela, as well as numerous new vehicular and pedestrian bridges. The combined impact of these upgrades is projected to reduce travel times by up to two hours in each direction, a life-changing improvement for daily commuters.
With the committee’s approval secured, the bill now moves to the plenary session of the Legislative Assembly for its final two debates.
