One of the primary points of contention is the enormous energy demand projected for the campus. A 200 MW capacity does not automatically translate to constant electricity draw, but the potential usage is staggering. Technical simulations suggest that if the 200 MW were dedicated purely to computing equipment running at a 90% utilization rate with a Power Usage Effectiveness (PUE) ratio of 1.20, the campus would consume roughly 1,892 gigawatt-hours annually. This alone would represent approximately 14.6% of Costa Rica’s entire national electricity demand recorded in 2025. Although Costa Rica’s grid boasts an enviable 98.6% renewable generation rate as of 2025, which acts as a magnet for carbon-conscious tech companies, the physical capacity of the local grid to support such growth must be thoroughly evaluated.

The discussion must determine what additional electrical infrastructure would be necessary, who would assume its cost, and how supply would be guaranteed throughout the entire operation; an investment of this scale requires planning and clearly established responsibilities.

Beyond energy, the project’s massive water consumption is another critical issue. Commercial documents for the Quantum AI Free Zone Campus highlight an availability of approximately 350 liters per second from municipal sources, alongside private wells and treatment infrastructure. However, experts warn that availability on paper does not equate to secure operational supply, nor does it guarantee that local communities will not face shortages. The precise cooling mechanisms and environmental safeguards of the facility must be made public to assess the true impact on Limón’s local hydrology.

The continuity of water service for the population must be a verifiable condition, and any industrial development must demonstrate how it will meet its needs without deteriorating the existing supply.

The administrative and regulatory status of the project also faces scrutiny. Reports indicate that Quantum Development Inc., the firm linked to the development, lost its official free zone administrator status in May 2026. Furthermore, municipal authorities in Limón have indicated that they have not received official land-use or construction requests, nor do they know the exact planned location of the campus. While these administrative gaps do not mean the project is dead, they underscore the need for transparent, verified documentation before the project can progress.

A proposal of this magnitude can represent an opportunity, but certainties must be built with verifiable information; it is necessary to know the location, the permits, the supply conditions, and the financial commitments before assuming that everything announced is guaranteed.

Ultimately, the local impact on Limón remains the most vital consideration. High-tech developments often generate temporary economic boosts during their construction phases through increased demand for local construction services, security, and logistics. The real challenge, however, lies in creating sustainable, high-value employment for the local population once the facility is operational. Academic institutions must quickly align their curricula with specialized technical requirements—such as cybersecurity, advanced cooling systems, and digital infrastructure maintenance—so that local residents can secure these highly specialized, permanent positions.

Training should begin before vacancies are announced; a technological investment acquires greater value for the region when the people who live there can train, access specialized jobs, and also become service providers.
