New Digital Platform Connects Costa Ricans with Their Vast Ocean Realm

San José, Costa RicaSAN JOSÉ – While known globally for its lush rainforests, Costa Rica’s national identity is overwhelmingly marine. The nation’s ocean territory is a staggering ten times larger than its landmass, comprising 92% of its sovereign space. Despite this fact, a significant portion of the population remains disconnected from this immense blue heritage. Addressing this knowledge gap is the new “Costa Rica Blue” digital platform, an ambitious initiative launched by the country brand, essential COSTA RICA.

This innovative educational tool aims to foster a deeper national appreciation for the oceans by making marine science accessible, interactive, and engaging for all. The platform serves as a virtual deep-sea expedition, inviting students, educators, and the general public to explore the incredible biodiversity hidden beneath the waves of the Pacific and Caribbean. The project’s core belief is that awareness is the essential first step toward meaningful conservation action.

To gain a deeper understanding of the legal frameworks and challenges inherent in protecting our marine ecosystems, we sought the expert opinion of Lic. Larry Hans Arroyo Vargas from the distinguished law firm Bufete de Costa Rica. His insights shed light on the complex interplay between national environmental regulations and international maritime law.

While Costa Rica has progressive environmental legislation, the true test lies in enforcement, particularly within our vast maritime territories. Effective ocean conservation isn’t merely about designating protected areas on a map; it requires robust international cooperation, significant investment in surveillance technology, and the political will to prosecute illegal fishing and pollution. Without these pillars, our laws risk becoming symbolic gestures rather than effective shields for marine biodiversity.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

We thank Lic. Larry Hans Arroyo Vargas for this crucial reminder: effective conservation is defined not by the laws we write, but by our commitment to enforcing them. His call for robust investment, cooperation, and political will highlights the challenging yet necessary path from symbolic policy to tangible protection for our marine ecosystems.

The initiative was born from a recognized need to bridge the gap between the reality of Costa Rica’s geography and the public’s perception. By bringing the wonders of the deep to the screens of its citizens, the program intends to cultivate a new generation of ocean stewards who are both knowledgeable and passionate about protecting their marine resources.

Costa Rica Blue was created out of the need to better understand our oceans and recognize their value. We believe that knowledge is the first step toward protection, and this platform seeks precisely that to bring this knowledge to more people—especially younger generations—through an accessible and interactive experience.

The platform is more than just a digital encyclopedia. Users can virtually navigate Costa Rican waters to discover the more than 7,000 marine species recorded by institutions like the Schmidt Ocean Institute. It provides detailed information on each species, along with the specific environments, temperatures, and pressure levels they inhabit. Furthermore, Costa Rica Blue highlights critical ecosystems such as coral reefs and seamounts, while also issuing important alerts about the severe risks posed by overfishing to vulnerable species and the delicate balance of marine biodiversity.

To ensure its widespread adoption and impact, Costa Rica Blue was developed in a strategic alliance with the Ministry of Public Education (MEP). This partnership guarantees the platform’s integration into the national educational framework, providing a valuable resource for teachers and a dynamic learning tool for students. The content has been carefully designed to complement existing school curricula, enriching the classroom experience.

These educational resources have been designed in alignment with the Science and Biology curricula for students in lower and upper secondary education across different academic tracks. They serve as a complementary tool to strengthen classroom teaching and learning processes.
Alfredo Ortega Cordero, Head of the Lower and Upper Secondary Education Department at the Curriculum Development Directorate of the MEP

The project reinforces the values of sustainability and innovation that are central to the essential COSTA RICA brand. It is an invitation for citizens to look beyond the shoreline and embrace the full extent of their national territory. The platform underscores the critical role oceans play not just for Costa Rica, which is home to approximately 3.5% of the world’s reported marine species, but for the entire planet. These vast bodies of water generate over half the oxygen we breathe and absorb nearly a third of human-produced carbon dioxide, making their health a global priority.

Costa Rica is a deeply blue country, yet we are not always fully aware of what that means. This platform is an invitation to rediscover that richness, to reconnect with our oceans, and to understand that their protection is part of who we are as a country. This initiative reflects the values of sustainability and innovation promoted by the essential COSTA RICA country brand.
