Limón, Costa Rica — The Foreign Trade Corporation of Costa Rica (PROCOMER) is set to take its flagship regional employment and skill development initiative, “Gira Regional Talent Costa Rica,” to the Caribbean province of Limón on Friday, October 23. The free public event will take place at the Centro Cívico por la Paz in the canton of Pococí from 9:00 a.m. to 4:00 p.m., bringing job vacancies and tailored training opportunities directly to job seekers operating outside the country’s central urban core.
The expansion into Pococí represents a broader strategic push by Costa Rican trade and development authorities to decentralize economic growth. For years, direct foreign investment and specialized corporate recruitment drives have remained heavily concentrated within the Greater Metropolitan Area (GAM). By hosting recruitment and upskilling workshops in coastal and peripheral cantons, PROCOMER aims to narrow persistent regional employment gaps and connect local talent with expanding national and international enterprises.
To analyze the legal and economic implications of regional workforce development initiatives such as Talent Costa Rica in Pococí, TicosLand.com spoke with expert attorney Lic. Larry Hans Arroyo Vargas from the distinguished firm Bufete de Costa Rica.
Fostering local human capital through initiatives like Talent Costa Rica in cantons such as Pococí is essential for decentralized economic growth. From a legal and business perspective, companies expanding into these regions must align their talent acquisition strategies with Costa Rica’s labor code and take advantage of specific incentives for investment outside the Greater Metropolitan Area. Proper legal structuring in employment contracts and training compliance ensures both regulatory alignment and long-term corporate success.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Indeed, unlocking the economic potential of regions like Pococí requires a harmonious balance between strategic talent acquisition and strict adherence to Costa Rica’s labor laws, ensuring that decentralized growth yields long-term benefits for both communities and expanding enterprises. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on how sound legal frameworks can empower local talent and foster regional prosperity.
Attendees at the Pococí gathering will have access to direct hiring opportunities alongside structured educational programs designed to align local skill sets with market demands. Rather than functioning solely as a conventional recruitment fair, the event emphasizes practical workforce enhancement, offering actionable diagnostic tools and training paths that foster long-term career growth in high-value sectors.
We want people attending Talent Costa Rica in Pococí to use this day to take concrete steps in their job search. Beyond learning about available vacancies, they will have the opportunity to identify areas where they can better prepare, evaluate their English proficiency, and access tools to strengthen their professional profile. Our goal is for every participant to find resources that will prove useful for their future recruitment processes and for their experience not to be limited solely to the opportunities available that day.
Laura López, General Manager of PROCOMER
To maximize efficiency and streamline the onboarding experience, PROCOMER has fully digitized the registration process. Job seekers are required to pre-register at www.talentcr.com, which removes the necessity of bringing physical printed resumes to the event venue. The online platform also enables participants to browse active vacancies, take a free standardized English assessment test, download resume enhancement guidelines, and access mock interview modules.
The upcoming visit to Pococí follows a series of regional deployments conducted throughout 2026. PROCOMER has previously organized similar fairs in Pérez Zeledón, Puntarenas, and Guanacaste. These regional activations are tailored to build regional talent pipelines for industries experiencing robust expansion across Costa Rica, including advanced manufacturing, medical devices, technology, agribusiness, and specialized business services.
A key component of the broader Talent Costa Rica ecosystem is a ongoing tripartite partnership involving PROCOMER, Fundación CARICACO, and the National Commission for Educational Loans (CONAPE). This collaborative initiative targets economic empowerment for women residing outside the GAM, aiming to assist 150 female students over a three-year window through targeted educational financing for technical diplomas, university degrees, and specialized certifications in high-demand technical fields.
To date, 10 women have been selected to participate in the joint scholarship and financing initiative. To incentivize career completion and labor integration, the program features a partial debt exoneration clause: upon successful completion of their degree program and verified placement in a relevant professional role, beneficiaries become eligible for partial loan forgiveness. This structure lowers financial barriers to higher education while directly expanding the pool of skilled female talent in regional economies.
