Each business will display a unique QR code on its exterior, allowing inspectors to access a wealth of information directly from the sidewalk with a simple scan. This digital portal provides instant access to the business’s commercial license, liquor permits, and precise location on a map, all without needing to step inside the premises.
A key feature of this technological leap is its integration with the city’s Geographic Information System (GIS). This connection empowers inspectors to cross-reference a business’s licensed activities with the area’s official zoning regulations, ensuring compliance with the municipal regulatory plan.

The benefits extend beyond simple convenience. The system provides real-time data on a business’s financial standing with the municipality, including any pending payments, established payment agreements, or accumulated debts. This feature is a powerful tool for improving the enforcement of municipal tax obligations. If an inspector discovers any discrepancies, from zoning violations to unpaid fees, the system allows for immediate action.
The initial pilot phase strategically targeted several key areas within the canton. The historic city center was chosen for its cultural significance and ongoing urban improvement projects. Other areas, like the surroundings of Okayama Park and the popular Barrio Escalante neighborhood, were included due to numerous residential complaints about irregular commercial activities. Major shopping centers, including Plaza América, Plaza Rohrmoser, Plaza Mayor, and the Centro Comercial del Sur, were also part of the initial rollout.
This preliminary deployment has already yielded significant results in cleaning up municipal records. “We found businesses without a license or with different addresses than those registered. This data cross-referencing has been key to cleaning up records,” Martínez noted. The project also introduces a new layer of internal accountability, allowing supervisors to monitor inspectors’ routes and verify the completion of their assigned visits, thereby detecting any omissions or inconsistencies in their fieldwork.
Following the pilot’s success, the municipality is now preparing for a mass rollout of the QR codes across the city. Business owners, who have reportedly received the change positively, will be required to place the code in a visible and accessible location. Looking ahead, the city plans to expand this digital oversight to the construction sector, providing inspectors with digital access to building permits and architectural plans directly on-site.
