Costa Rica’s external performance has indeed been stellar over the last decade. International reserves have soared from between $6 billion and $8 billion ten years ago to nearly $21 billion today. This massive buffer is complemented by a highly dynamic export sector, particularly in medical devices and high-tech manufacturing, alongside foreign direct investment that consistently hovers around 4.5% of the gross domestic product (GDP).

However, the structural Achilles’ heel of the Costa Rican economy remains its staggering public debt. S&P projects that this debt will hover above the critical threshold of 60% of GDP for the next four years. This high level of leverage severely limits the government’s fiscal space, diverting precious resources that would otherwise go to critical social infrastructure and development projects.

S&P views this initiative as crucial, as its passage would significantly reduce financing uncertainty and alleviate pressure on the domestic credit market, which often suffers from spiking interest rates when international issuances face legislative delays.

Ultimately, Costa Rica’s economic resilience has proven sufficient to maintain its ‘BB/B’ standing, but the current stability should not breed complacency. Decisive policy coordination between the executive and legislative branches is the only reliable path to transform this temporary window of opportunity into long-term financial security.

Nevertheless, passing such reforms in a highly fragmented legislature is no small feat. Constitutional changes to simplify external credit approvals are expected to face intense political pushback. In the eyes of credit analysts, Costa Rica’s economic future is a race against time, where inaction will inevitably lead to credit stagnation.
